10/16/84 Page -7- <br />on a particular point. <br />Mayor- Meier stated that something should be <br />placed in paragraph 7. of the Agreement re- <br />lating to Urban Drainage and Flood Control <br />funds to purchase or develop open space. <br />Mrs. Holmberg commented that it was her <br />understanding from Urban Drainage that their <br />funds cannot be used to purchase open space <br />per se. They are strictly for flood control <br />purposes. The Agreement does refer to Grant <br />money, which maybe applied for and perhaps <br />anything that would fit urban drainage guide- <br />lines might also fit the statement about appli- <br />cation for grants, in terms of preservation <br />or uses of open. space, access to public lakes, <br />streams or other useful open space land. <br />Mayor Meier referred to the third sentence <br />in paragraph 4 ending with the phrase and <br />land use plans for the area shown on Exhibit <br />A, and requested that Exhibit A be placed at <br />the beginning of the sentence as it seemed to <br />be lost in the context. <br />Mrs. Holmberg agreed to make this change. <br />Councilman Luce Referred to the third WHEREAS on page 2 of <br />the Agreement - during the planning period <br />(generally agreed to be fifteen years) then <br />inquired if the assumption here was that the <br />lands that have mutual interests, as indicated <br />in Exhibit A (which Council did not have) that <br />we would be able to make some arrangement over <br />that 15 year period in order to purchase them <br />or that we didn't want that land in open space; <br />what occurs in 15 years? <br />Mrs. Holmberg stated that the County's planning <br />period is generally considered to be 15 years. <br />Incorporated in that planning period is pro- <br />. vision for a 5 year update and review of the <br />comprehensive plan so you consume part of 5 <br />years then it becomes 15 years again. The <br />County just did a review and up-date last year <br />so we still have 14 years to go on this plan- <br />ning period. When it gets down to the 10th <br />year the County has a 5 year up-date and re- <br />view again. Usually what happens in that re- <br />view period because all of the muncipalities <br />in Boulder County right now are doing up-dates <br />with the County of their own comprehensive <br />plans, and are being processed through the <br />
