The ex- <br />tension of those services can be dealt <br />with in a rnxmber of different ways de- <br />pendent on the on-site development, which <br />at this point there is no plan that has <br />been prepared that gives them a start as <br />to what maybe needed for their on-site <br />services. The normal approach on all these <br />services, as with other developers, is that <br />they install those service lines and re- <br />ceive recovery fees, with the exception <br />of the additional Berry storage and possibly <br />additional high zone pumping. Those 2 <br />items, without having some reasonable <br />feel for when that development is going to <br />occur, there is no way to put a represen- <br />tative number on what will be required and <br />when. Therefore, the reimbusement would <br />not be an immediate expenditure to the City. <br />Relating to the expansion of the north water <br />treatment plant, RMC anticipated phasing of <br />construction to have the concrete work <br />under contract in November and they would <br />still meet the June 1, 1985 deadline for <br />that facility. If they are given an indi- <br />cation to proceed in mid-October. <br />Mayor Meier requested that Director Asti- <br />Caranci prepare Plan Y with the Howard Berry <br />plant, in lieu of the north water treatment <br />plant as presented to councilmembers this <br />evening. She stated that she would prepare <br />this and present it to Council at their <br />study session on Thursday evening. <br />Councilman Luce Inquired what Mayor Meier hoped to accomplish <br />from that analysis as a relatively identical <br />analysis had been done before. <br />Mayor Meier replied that his intention was <br />for Ms. Asti-Caranci to put in the $500,000 <br />bond issue into that other scenario and <br />he wanted to see what the deficits were. <br />Councilman Luce commented it didn't hurt <br />to run the other scenarios; but every <br />time Council comes to discuss this it <br />seems as though a few more conditions <br />have been added and he felt there was a <br />time when Council has to say enough is enough. <br />He was irritated because we don't get any- <br />thing in writing - we ask people to spend <br />a lot of time analyzing things then all <br />
