9/18/84 Page -14- <br />paramaters are changed again. <br />Council directed Acting City Administra- <br />tor Rupp, Attorney Rautenstraus, and Val <br />Leiker to meet with the developers of <br />Homart and Rocky Mountain Consultants <br />to determine what costs will be <br />to the City and what costs will be the <br />responsibility of Homart Development Co. <br />relative to the financing of the expansion <br />of the north water treatment plant as <br />stated in cash flow Table Y as presented <br />by Director Asti-Caranci. <br />Councilman Leary also requested that another <br />criteria be added for the staff to look at - <br />after all the building permits have been <br />taken for this year and next year at what <br />point are we still funding to get ahead <br />of the demand for water. In other words <br />not getting to get more into the debt than <br />we are willing to assume. <br />Councilwoman Johnson Commented that since we have made a small <br />commitment to KKBNA and they have been doing <br />some designing for the Howard Berry Plant, <br />is there any way they could change and <br />work on the north plant? <br />Mayor Meier stated that KKBNA had been hired <br />by Homart to do the engineering and designing <br />of the Howard Berry plant; but Rocky Moun- <br />tain Consultants have been working on the <br />north water treatment plant and he wasn't <br />certain this would be appropriate as the <br />City had not hired KKBNA as consultants. <br />Ms. Johnson stated that she had some very <br />good comments about KKBNA's operations <br />and since we have had a credibility problem <br />with Rocky Mountain Consultants this past <br />summer, she was wondering if there might <br />be some problem in switching our consultants. <br />Councilman Cussen Commented that he felt that we would be <br />creating a real dilemma by doing this at <br />this time on this project. Would financially <br />cost us a lot more in the long run. <br />Councilman Leary Concurred with Councilman Cussen and commented <br />his review of what occurred this past summer <br />has not indicated any significant technical <br />incompetence. He felt that there were some <br />
