9/18/84 Page -15- <br />other areas in terms of agressiveness <br />and how in the past they have perceived <br />the role of the consultant, he would not <br />agree with relative to role definition. <br />But when we are sitting in a situation <br />with a plant that has many technical issues <br />associated with it because of its age, <br />the way it was put together, the lack of <br />records, etc. he felt we would set ourselves <br />back considerably by changing consultants <br />on this project. <br />BUILDING PERMIT MORATORIUM Acting City Administrator Rupp stated <br />DISCUSSION this item was tied to the water treat- <br /> ment plant item and that several of the <br /> builders had been asking what the status <br /> of their permits were. <br />Dennis Drumm, 1536 Taft Ct. Mr. Drumm stated that the commitment that <br />Louisville, Representing Columbine Homes had made verbally to the <br />Columbine Homes City to purchase water taps this year and <br /> next year as well as 1986 still stands. <br /> It ha s, not been put in writing and hope- <br /> fully the other builders could meet with <br /> staff and Homart so whatever written com- <br /> mitments are made it will be a total pack- <br /> age. He expressed the urgency from Colum- <br /> bine Homes' perspective of lifting the <br /> building permit moratorium because of their <br /> plight in terms of development loans, con- <br /> struction loans, etc. needed for them to <br /> proceed with their project. The next phases <br /> of development at Hunters Ridge have been <br /> proceeding and proceeding as what is called <br /> out of pocket and the pockets aren't deep <br /> enough to go a whole lot further without <br /> the bank. They will co ntinue to operate <br /> in good faith and they certainly would <br /> appreciate any consideration that Council <br /> could give them at least in terms of 1984 <br /> that will allow them to proceed with the <br /> loans. <br /> Mr. Drumm commented, secondly, in antici- <br /> pation of perhaps Council not making a <br /> decision on this item this evening, the <br /> request is if the moratorium is not released <br /> tonight, two weeks is really creating a <br /> real problem for Columbine and that Council <br /> schedule a special meeting to consider re- <br /> scinding the moratorium so that it can be <br /> done as quickly as possible if not done <br /> tonight. <br />
