9/18/84 Page -15-
other areas in terms of agressiveness
and how in the past they have perceived
the role of the consultant, he would not
agree with relative to role definition.
But when we are sitting in a situation
with a plant that has many technical issues
associated with it because of its age,
the way it was put together, the lack of
records, etc. he felt we would set ourselves
back considerably by changing consultants
on this project.
BUILDING PERMIT MORATORIUM Acting City Administrator Rupp stated
DISCUSSION this item was tied to the water treat-
ment plant item and that several of the
builders had been asking what the status
of their permits were.
Dennis Drumm, 1536 Taft Ct. Mr. Drumm stated that the commitment that
Louisville, Representing Columbine Homes had made verbally to the
Columbine Homes City to purchase water taps this year and
next year as well as 1986 still stands.
It ha s, not been put in writing and hope-
fully the other builders could meet with
staff and Homart so whatever written com-
mitments are made it will be a total pack-
age. He expressed the urgency from Colum-
bine Homes' perspective of lifting the
building permit moratorium because of their
plight in terms of development loans, con-
struction loans, etc. needed for them to
proceed with their project. The next phases
of development at Hunters Ridge have been
proceeding and proceeding as what is called
out of pocket and the pockets aren't deep
enough to go a whole lot further without
the bank. They will co ntinue to operate
in good faith and they certainly would
appreciate any consideration that Council
could give them at least in terms of 1984
that will allow them to proceed with the
loans.
Mr. Drumm commented, secondly, in antici-
pation of perhaps Council not making a
decision on this item this evening, the
request is if the moratorium is not released
tonight, two weeks is really creating a
real problem for Columbine and that Council
schedule a special meeting to consider re-
scinding the moratorium so that it can be
done as quickly as possible if not done
tonight.
