9/18/84 Page -16- <br />~uncilwoman Morris Requested that the Council meeting be con- <br />tinued to another night to deal with the <br />water treatment plant and building permit <br />moratorium. She felt uncomfortable with <br />lifting the moratorium until final testing <br />had been completed to assure that the plant <br />would produce another 2 MGD for the 1985 <br />season. <br />Mayor Meier and Councilmembers Leary, Fauson, <br />Luce and Cussen preferred lifting the mora- <br />torium for the 1984 building permits only <br />by voting this evening. <br />Acting City Administrator Rupp stated that <br />there were approximately 115 building per- <br />mits left to be taken out in 1984. <br />In reply to Councilwoman Morris' inquiry, <br />Mark Klee of Rocky Mountain Consultants <br />stated that the maximum water usage without <br />restrictions would amount to 4.8 - 5.0 MGD <br />during the summer months and the present <br />water treatment plant could produce 5.8 MGD. <br />Councilman Leary Inquired of Director Asti-Caranci what our <br />expenditures were for water for 1985. She <br />read each of these by line item. Mr. Leary <br />then asked if no building permits are taken <br />out this year can we meet our existing needs <br />next year? Her reply was she doubted that <br />we could; we couldn't do any of the Harper <br />Lake storage project. <br />Building Permit Moratorium Mayor Meier moved, Councilman Fauson seconded <br />Lifted for 1984 that the building permit moratorium is <br />lifted until December 31, 1984 and that the <br />permits will be allocated according to the <br />numbers previously approved in each individual <br />category by Council.
