9/18/84 Page -19- <br />Mr. Lanternman stated that in researching <br />the guidelines for on street bike lanes, <br />they looked at ASHTO guidelines - the <br />nationally recognized standards and speci- <br />fications. He also contacted the City of <br />Boulder and reviewed their bicycle program. <br />Both these sources required a minimum of <br />4' additional pavement for on street bike <br />lanes with the addition of 2' curb and <br />gutter. The optimum is 5' additional pave- <br />ment on each side. Mr. Lanterman depicted <br />on the drawings where these would be located <br />in the City of Louisville. He also stated <br />that the City should still stress a com- <br />plete off-street pedestrian and bicycle <br />system in undeveloped areas of the City, <br />most notably Homart and McStain. These <br />proposed changes to the standards will only <br />strengthen the City's long term develop- <br />ment of a non-vehicular transportation <br />system. <br />Engineer Ken Huson advised that adding the <br />on street bike lanes to both sides of the <br />major arterials by the optimum of 5" would <br />increase costs by 18%. <br />Planner Lanternman stated that the Boulder <br />County bike lane will connect with the City <br />on South Boulder Road and continue to Lafay- <br />ette. Presently construction is going on <br />to the west of the City and there will be <br />two 8' bike lanes incorporated there and <br />also there is going to be bike lanes in <br />Lafayette for a link. In a County survey <br />that was done, one of the biggest concerns <br />was a safe way to get out to ride Morgul <br />Bismark across the Boulder/Denver turnpike <br />Another one was east-west along Dillon Road <br />tieing to the eastern part of the County. <br />One of the bikeways recommendations that <br />have been presented to the County Commissioners <br />was for the County to have some joint fund- <br />ing with the City on the construction of <br />a bike lane on McCaslin Blvd. They recognize <br />that as an important priority county-wide. <br />In reply to Councilman Luce's inquiry Mr. <br />Lanternman stated that in the existing <br />standards for arterials there is no parking <br />allowed. <br />Councilman Luce commented that consistently <br />if the bike lanes are not maintained they <br />will not be used and we should be aware of <br />this if the bike lanes are constructed. <br />
