9/18/84 Page -21- <br />dents had an opportunity to comment. <br />Councilman Leary Commented that Council should authorize <br />this recommendation with the results of <br />talking to the residents whether it will <br />be one or two blocks. <br />RESTRICTED PARKING POLICY Councilmembers had a copy of a memo from <br />DOWNTOWN Planner Kasza clarifying the current park- <br />ing restrictions on Main St. along with <br />a map. Included in the memo was recom- <br />mendations for future restrictions and the <br />long term parking plan. <br />Councilwoman Morris Commented that the Pine St. parking lot <br />seems to have available spaces most of the <br />time. Suggested that perhaps that this <br />one be monitored to see if parking restric- <br />tions are necessary. <br />Councilman Luce stated that he did not con- <br />cur with Ms. Morris and would support the <br />recommendations made by Ms. Kasza. <br />Councilman Leary concurred with Councilman <br />Luce. <br />In reply to their inquiry, Mr. Rupp stated <br />that the 2 hour parking restriction was <br />for the hours 8:00 A.M. - 5:00 P.M. <br />Loading Zone Parking In reply to Councilman Fauson's inquiry re- <br />garding loading zones, Ms. Kasza stated <br />with the expansion of the Blue Parrot <br />they will be taking away the loading zone <br />on Pine St. and will have their access off <br />the alley. <br />GEORGE MATTERN LAND TRADE Councilmembers had a copy of a memo from <br />the Public Works Department relative to <br />this land trade which was being requested <br />to accommodate construction of drainage <br />facilities as well as park planning in <br />the Middle School Park area. A map was <br />also provided Councilmembers of the land <br />to be transferred. <br />AUTHORIZATION GRANTED Mayor Meier moved, Councilman Cussen seconded <br />that the Public Works staff be authorized <br />to begin land transfer negotiations with <br />Mr. George Mattern in the Middle School <br />Park area. A11 in favor. Motion carried <br />unanimously. <br />
