9/18/84 Page -22-
.EW VECTOR COMMUNICATIONS Councilmembers had copies of letters from
Jeff Pond, an Attorney representing New
Vector Communications, a letter from the
Office of the County Attorney and maps
of the site to be used for the communica-
tions tower.
Pond
Jef f Pond Mr . /stated that in 19 8 3 they '-.niaiate:d the
process for obtaining approval for a
cellular mobile telecommunicatio ns facility
in Boulder County. The end result of the
proposal of the tower site was a vote by
the Boulder County Commissioners in April
of 1984 at which time they unanimously dis-
approved that proposal. The City of Louis-
ville took an active part in that proceeding
and opposed the location where it was planned
and had objections on the manner of which
it was proposed to be constructed. After
that vote, NewVector began a process of
working with the Boulder County Planning
Dept. and the Boulder County Attorney to
see what alternatives there might be for
a different proposal that might be accept-
able. The service involved is a public
utility service and NewVector has a certi-
ficate of authority from the PUC. Two
things were done by NewVector - one was to
provide the Boulder County Planning Dept.
with a map showing all other locations
where if a tower were placed it would have
a chance of meeting the technical specifi-
cations which are required by the FCC to
issue a license. The end result was after
looking at other locations they were either
not available because they were in existing
residential subdivisions or they did not
provide the technical characteristics
which are required for the service. The
other alternative was to co-locate with
the Boulder County Sheriff's Dept.on a tower
which is now in existence on a site initi-
ally proposed. The Boulder County Sheriff's
Dept. has a need to expand their communi-
cations facilities and have to move their
power facilities within about a year's
time. What is proposed is that within that
year if the requisite approvals are granted
a new tower will be constructed on the same
location NewVector proposed. The Sheriff's
Dept. would move onto that tower as well
as the Boulder County Community broadcasting
