9/18/84 Page -22- <br />.EW VECTOR COMMUNICATIONS Councilmembers had copies of letters from <br />Jeff Pond, an Attorney representing New <br />Vector Communications, a letter from the <br />Office of the County Attorney and maps <br />of the site to be used for the communica- <br />tions tower. <br />Pond <br />Jef f Pond Mr . /stated that in 19 8 3 they '-.niaiate:d the <br />process for obtaining approval for a <br />cellular mobile telecommunicatio ns facility <br />in Boulder County. The end result of the <br />proposal of the tower site was a vote by <br />the Boulder County Commissioners in April <br />of 1984 at which time they unanimously dis- <br />approved that proposal. The City of Louis- <br />ville took an active part in that proceeding <br />and opposed the location where it was planned <br />and had objections on the manner of which <br />it was proposed to be constructed. After <br />that vote, NewVector began a process of <br />working with the Boulder County Planning <br />Dept. and the Boulder County Attorney to <br />see what alternatives there might be for <br />a different proposal that might be accept- <br />able. The service involved is a public <br />utility service and NewVector has a certi- <br />ficate of authority from the PUC. Two <br />things were done by NewVector - one was to <br />provide the Boulder County Planning Dept. <br />with a map showing all other locations <br />where if a tower were placed it would have <br />a chance of meeting the technical specifi- <br />cations which are required by the FCC to <br />issue a license. The end result was after <br />looking at other locations they were either <br />not available because they were in existing <br />residential subdivisions or they did not <br />provide the technical characteristics <br />which are required for the service. The <br />other alternative was to co-locate with <br />the Boulder County Sheriff's Dept.on a tower <br />which is now in existence on a site initi- <br />ally proposed. The Boulder County Sheriff's <br />Dept. has a need to expand their communi- <br />cations facilities and have to move their <br />power facilities within about a year's <br />time. What is proposed is that within that <br />year if the requisite approvals are granted <br />a new tower will be constructed on the same <br />location NewVector proposed. The Sheriff's <br />Dept. would move onto that tower as well <br />as the Boulder County Community broadcasting <br />
