9/18/84 Page -27- <br />Engineer Huson commented that he was aware <br />that Karl Kasch had gone to the meeting and <br />he was going to review it. It was his un- <br />derstanding that the County owned the right- <br />of-way to the south and Mr. Kasch dropped it <br />at that point. <br />Mr. Rupp stated that it has been determined <br />that the right-of-way is in the City of <br />Louisville. <br />Mayor Meier requested that Mr. Rupp get <br />an estimate on how much this will cost, <br />he also felt that generally this is assessed <br />to the property owners and in this case the <br />property to the south belongs to the County. <br />Councilman Cussen Commented that he took exception to the <br />Mayor's wording of kneejerk reaction to the <br />School District. This municipality, not <br />the School District assumes the liability <br />for getting those kids to and from school <br />in a safe and orderly fashion. Then once <br />they step on that schoolground, it is the <br />school's responsibility. But whether it is <br />the County or the City we have to do whatever <br />we can to see that those kids get there <br />safely -- whether it be stop light install- <br />ation, signage or sidewalks. <br />Mayor Meier referred to the stop signs <br />that had been put in place without warrant <br />studies justifying them and said he didn't <br />want this situation to become similar. <br />Still felt that the Public Works Dept. needs <br />to review these issues before there are <br />done. <br />Councilwoman Morris Made the recommendation that staff come <br />back with all of the background and all <br />the information that she has at the next <br />council meeting and include safety factors, <br />liability, and costs involved to resolve <br />this issue. <br />Councilwoman Johnson Inquired if the rest of the council received <br />a letter from a group of residents regarding <br />dropping off and picking up children at the <br />Elementary School as well as where they <br />should park. Mayor Meier and Councilman <br />Fauson had also received the letter. <br />Mayor Meier responded that the first <br />course of action would be to deal through <br />the School District - have them educate <br />their parents and teachers relative to <br />the problems indicated in the letter. <br />
