9/4/84 Page -11- <br />There are certain options that are avail- <br />able to Homart, i.e. possibly selling the <br />treatment capacity to the City, giving it <br />to the City, etc. What seems to be more <br />important at this point is that if we are <br />pushing the 1.20 MGD and they are allo- <br />cated 100 residential permits next year <br />and unlimited commercial permits there maybe <br />some problem in actually issuing those <br />permits given the City's existing treat- <br />ment capacity. Mr. Stahl felt that Council <br />should be aware of that when considering <br />the wastewater treatment plant expansion, <br />and also a possible resolution to the <br />existing encroachment. <br />Mr. Schuler stated one of the problems that <br />the City would run into with the discharge <br />site application permit is the incremental <br />increase. If you continue to reserve just <br />the .34 to Homart as it relates to the dis- <br />charge permit of the. site application, that <br />you may be going after such a big expansion of <br />the plant that it is going to be hard to <br />get the permit. He had spoken with the <br />State Health Department .and they fe1.t that <br />the reaonable increment was .9 MGD which <br />was about a 40% increase. Mr. Schuler <br />stated that he felt that the City did have <br />the actual physical plant capacity to pro- <br />duce another .34. <br />Mayor Meier inquired of Mr. Schuler, if the <br />money is available, can the wastewater plant <br />be expanded beyond the permitted capacity, <br />get the permit and then 2-3 years later <br />just extend it to that other capacity? <br />Mr. Schuler stated yes, that is what the <br />City did last time. <br />Councilman Luce asked how tight the con- <br />struction schedule was that Mr. Schuler <br />had presented? He stated that they felt <br />that if everything went well they could beat <br />that schedule by 3-4 months. <br />AUTHORIZATION TO PROCEED Councilman Leary moved, Councilman Cussen <br />WITH CONDITION seconded that Council authorize the staff <br />to proceed on the schedule that is outlined <br />with the understanding that the July 1, 1985 <br />date is going to be subject to the avail- <br />
