9/4/84 Page -11-
There are certain options that are avail-
able to Homart, i.e. possibly selling the
treatment capacity to the City, giving it
to the City, etc. What seems to be more
important at this point is that if we are
pushing the 1.20 MGD and they are allo-
cated 100 residential permits next year
and unlimited commercial permits there maybe
some problem in actually issuing those
permits given the City's existing treat-
ment capacity. Mr. Stahl felt that Council
should be aware of that when considering
the wastewater treatment plant expansion,
and also a possible resolution to the
existing encroachment.
Mr. Schuler stated one of the problems that
the City would run into with the discharge
site application permit is the incremental
increase. If you continue to reserve just
the .34 to Homart as it relates to the dis-
charge permit of the. site application, that
you may be going after such a big expansion of
the plant that it is going to be hard to
get the permit. He stated that they felt
that if everything went well they could beat
that schedule by 3-4 months.
AUTHORIZATION TO PROCEED Councilman Leary moved, Councilman Cussen
WITH CONDITION seconded that Council authorize the staff
to proceed on the schedule that is outlined
with the understanding that the July 1, 1985
date is going to be subject to the avail-
