9/4/84 <br />Page -13- <br />Acting City Administrator Rupp advised <br />that as of August 31, 1984, 251 permits <br />have been issued of that 90 single family, <br />and multi-family 161. He was not certain <br />how many of these had been issued from the <br />"Other" category as authorized by Council. <br />Motion to Lift the Building Mayor Meier moved, Councilman Fauson seconded <br />Permit Moratorium that the building permit moratorium be lifted. <br />Mr. Rupp advised that there were 251 permits <br />issued and the total for 1984 was projected <br />to be 375 and those remaining did not include <br />the weighted-total. <br />Councilman Leary Commented that he did not think at this time <br />it would be prudent to lift the building <br />permit moratorium for several reasons. One <br />is we don't know if we are going to have <br />the water plant on line next year and we <br />don't have a moratorium on commercial develop- <br />ment. We won't build the Howard Berry <br />plant next year if we don't get a financing <br />arrangement worked out. Until we know that <br />we are going to have long range capacity <br />it could create problems in the future. <br />Councilwoman Johnson concurred with Council- <br />man Leary that the building permit moratorium <br />should not be lifted at this time. <br />Councilman Luce preferred delaying this de- <br />cision until the next Council meeting after <br />the financing for the Howard Berry plant <br />has been determined. <br />Motion Tabled Councilman Cussen moved, Councilwoman Morris <br />seconded that the motion to lift the building <br />permit moratorium be tabled. <br />Amendment to the Motion Councilman Luce moved to amend the motion <br />that this be tabled until the September 18th <br />council meeting. <br />Vote on the Motion as Amended 6 Ayes, 1 Nay. Mayor Meier dissenting. <br />Motion carried 6-1. <br />NEW LAWN MORATORIUM Mayor Meier stated that he received several <br />letters and several complaints stating <br />people are allowed to water the dirt, but I <br />am not allowed to water my lawn because I <br />am not allowed to put it in. <br />
