McStain Enterprises <br />would reimburse the City for this construc- <br />tion by May 1, 1985 contingent on the City <br />providing sufficient building permits with <br />no maratorium in effect and with no un- <br />forseeable constraints on the construction <br />of homes. McStain will supervise the con- <br />struction of the improvements and will <br />forward the invoices for this stretch of <br />the bike path to the City for payment. <br />Director Hioco felt that the City Tree <br />Fund could easily handle this transfer <br />as presently there is a balance of $150,000 <br />in the fund and planting would not begin <br />until spring and there would be a remaining <br />balance of $135,000 in this fund. He esti- <br />mated $88,000 would be needed for the spring <br />planting. He stressed the importance of the <br />trail at this time for the children going <br />to the Elementary School. The money for <br />the Tree Fund is collected from the developer - <br />lOG a sq.ft, when the building permit is <br />purchased. <br />Mayor Meier inquired if Director Hioco had <br />looked into the possibility of using un- <br />claimed tree certificates to be placed back <br />into the Tree Fund Mr. Hioco stated that <br />they have some tree certificates that have <br />been on file for 3 years and the residents <br />are realizing that these are available to <br />them and using them. He suggested that we <br />wait at least 5 more years for the owners <br />to use them. Some of the residents do not <br />want their tree certificates, please use <br />them for the parks. <br />TRAIL CONSTRUCTION AUTHORIZED Councilman Cussen moved, Councilman Leary <br />seconded that an Interfund Loan of $15,000 <br />be made from the City Tree Fund to the Park <br />Construction Fund to complete the trail <br />from Heritage II to Pine St. for the safety <br />of the children going to the Elementary <br />School. This is not contingent upon the <br />request made by McStain Enterprises. <br />Councilman Luce Commented that he was going to vote against <br />this motion. He did believe that it was <br />an important trail for the safety of the <br />children; but would prefer the money come <br />from another fund. as it would be a bad <br />precedent to set. <br />
