It's right now frozen <br />and will cost me quite a bit of money. I'm not going <br />to be using water until December. I would like to <br />go ahead and build the house because I don't think it <br />will affect the water problem if your going to get <br />more water on August 15th or whatever and I would like <br />you to consider letting me build the house but restrict <br />the tap until later. <br />Jad Mansour 1209 12th Street, Boulder. I submitted an application <br />for a building permit and was told that I could not <br />build right now. I would like to build right now and <br />maybe get the water tap later on I also have a <br />small well on the property that I could use during con- <br />struction and I would also use it in the future for <br />landscaping. We just moved into Louisv:Ill~ and <br />it looks like we're not going to be able to have the <br />water that we need. I was here on Saturday and it was <br />a nice presentation by Mr. Kasch but there were alot cry <br />questions unanswered. My understanding is that we <br />can't presently treat sufficient water for existing <br />households. The reason we can't is because we need <br />to make improvements to the pre-treatment basih and <br />that our existing facility, part which was built in <br />1934 can then handle the water. I haven't heard any <br />guarantees from anybody that that in fact will be the <br />case. So little is known that we're hoping that the <br />design capacity is in fact the actual capacity and <br />that we won't really know that until October when it <br />is fully on line and tested. My concern is that you <br />understand that the citizenry is also concerned about <br />the permits that will be issued between now and the <br />time that we know whether our uncertain water system <br />will have the capacity to serve those homes. The <br />concern I have is that you get to the bottom of the <br />problem not in the sense of being able to locate the <br />blame, but find out where you need to go from here. <br />And to find out what the capacity of the system is if <br />in fact the present engineers can't tell you that then <br />maybe you need to get a second opinion. I'd like to <br />see the Council continue the moratorium in the interem. <br />Tom Hoyt 3180 Coalena, Boulder. I'm here from McStain Entp. <br />We thought we had no problem with water but obviously <br />we do. As a developer we've made considerable committ- <br />ments to the City of Louisville over an extended <br />period of time which is a two way street. We make <br />the committment, we dedicate land to reserviours, parks, <br />schools, we extend public utilities in the multiple of <br />millions of dollars and we get building permits in <br />return essentially. We've done all of those things <br />and you're in the position where you may have problems <br />giving us permits in return. I'd like to point out that <br />we have made a tremendous attempt to be good citizens <br />in this town, we try to employ good planning, we have <br />considerable number of our own employees who are citizens <br />of Louisville whose jobs are in jeopardy based on your <br />decision s today. We've made a real attempt to build <br />balanced housing in this town not just one kind of <br />developmeni;, all kinds of housing. Permits today are <br />not usable water taps in this irrigation system. I'm <br />saying consider us too when your making this decision <br />and do as good of a job as you can with all the things <br />that you have to take into consideration. <br />
