They have worked for a long time <br /> ~ to put a proposal together that would be <br /> both beneficial to the heirs.-and the community <br /> Johnson Ms. Johnson stated that she did believe that <br /> there were some pluses in this particular <br /> plan but the negatives outweigh the positives. <br /> She stated that if the representatives were <br /> standing in her shoes and received the number <br /> of telephone calls she had and look into the <br /> audience and face the water shortage, they would <br /> not vote for this today. She stated that was <br />" her feelings on it. <br /> i <br />Luce <br />He did not feel this was a trojan horse. He <br /> felt that there was a lot of attractive items <br /> in the proposal, from the City's proposal. <br /> From his own research, he stated that this <br /> developer has a high reputation in the community. <br /> He stated the problem he had was the location. <br /> He felt that the real issue was where do you <br /> draw the line in terms of the comprehensiv~> <br /> plan. For those reasons he said that he would <br /> vote against the plan; but commended the <br /> developer. <br /> Meier Mayor Meier commented that there was certainly <br /> something to have the developers working with <br /> the city and within a frame work that is <br /> exceptable to everyone. He felt that there <br /> were a few problems with the proposal but that <br /> he would definately like to see it go through <br /> the Planning Commission. <br /> Leary Councilman Leary stated that he opposed this <br /> proposal as a violation to the comprehensive <br /> plan, however he stated that he might consider <br /> submitting it through the process if he <br /> thought there was any reason for doing so. <br /> He noted that he could not agree with the <br />w stipulation of the motion that any building <br /> could not take place until the Howard Berry <br /> Water Treatment Plant is built. <br /> Question on the Motion The motion was defeated by 5-2, Cussen and <br /> Meier voting in favor of the motion. <br /> Watering Restrictions Mayor Meier asked Karl Kasch, Director o£ <br /> Public Works to update the city council and <br /> the public relative to the current water <br /> problems, and Mr. Wurl to review recent correspan" <br /> dence. <br /> WC7RL City Administrator Wurl stated that staff has <br /> provided information for council relative to <br /> the building activity. Also submitted for <br /> council review was a letter from Rocky Mountain <br /> Consultant updating on the pre-treatment facility <br /> and the status of that. On the Satuday meeting, <br /> council approved fast-tracking two items, and <br />_ as an outgrowth of that meeting, staff requests <br /> council to add to that list. Also included was <br /> the new lawn and landscaping moritorium letter. <br /> And also an update of the original fast-track <br /> items. <br /> KASCH Mr. Kasch reviewed that the recent constriction <br /> to the plant built in 1934" was in hydraulics. <br /> He stated that staff and consultants have <br /> ~ recert y discovered some additional components <br /> that re not aware of. They are now working <br /> ' to research those components co stage what the <br /> ultimate storage capacity is~as soon as possible. <br /> ` Mr. Kasch noted that the tie-in to the new <br /> treatment facility to plant Nunber"2 will occur <br /> August 1st, 1984. That tie-in will give an idea <br />_ j of efficiency. <br />
