Louisville City Council Meeting <br />May 18, 2004 <br />Page 9 of 11 <br /> <br />Deputy City Manager Julie Boyd reviewed Resolution No. 30, Series 2004, which <br />authorizes the City Manager to evaluate water service bills for homeowners associations <br />with single family residences that irrigate with separate outside meters, to determine if a <br />credit is due at the end of the year. The determination would be based on a <br />recommendation from the Finance and Public Works Directors. It is anticipated the <br />credit would be made to the association's water bills during the following year. The <br />Springs at Coal Creek homeowners association could be eligible for such a credit, based <br />on the fact that there are 102 residential units and four 1" irrigation taps. <br /> <br />COUNCIL COMMENT <br /> <br />Mayor Sisk asked if the resolution is retroactive to 2003. He noted previous discussions <br />centered on a credit being retroactive to 2003 and asked for Staff's justification for <br />changing the date. City Manager Simmons explained the request for the proposal was <br />brought to his attention in November of 2003. <br /> <br />Council member Van Pelt asked for clarification on when the rate structure was increased <br />in increments. Finance Director Patty Leslie stated the rate change occurred in 2002. <br /> <br />Council member Van Pelt voiced her belief Council discussion centered on the rebate <br />being retroactive to 2003. She expressed her concern relative to the resolution's lack of a <br />methodology for determining the water rate, and the authorization for the rate to be <br />determined by the City Manager. <br /> <br />Council member Keany suggested continuing this matter to a work session to discuss the <br />changes to the resolution. Council member Brown concurred. <br /> <br />City Manager Simmons stated Staff has given a lot of thought to the rate structure, and <br />distribution of cost, but not of the methodology. <br /> <br />Public Works Director Tom Phare and Finance Director Patty Leslie commented there <br />might be an occasion where there would not be a credit. <br /> <br />Council member Van Pelt proposed adding a methodology. Mayor Sisk concurred and <br />stressed the importance of the resolution including a formula. <br /> <br />MOTION: Mayor Sisk moved to continue Resolution No. 30, Series 2004, to June 15, <br />2004. Council member Brown seconded the motion. All in favor. <br /> <br />REGULAR BUSINESS ITEMS SUSPENDED <br /> <br />City Clerk Nancy Varra read Section 2.09.050 of the Louisville Municipal Code, which <br />governs the topics that can be discussed in an Executive Session. <br /> <br /> <br />
