The property is zoned Community Commercial (CC),
which allows a range of commercial uses including retail, restaurants, offices and
personal service. A mixed commercial development was approved as a subdivision and
PUD in December of 2001. The approval authorized 44,000 SF of retail commercial in
several structures and a 30,000 SF office building. The retail buildings have since been
constructed and are partially occupied. The office building has not been built. The
applicant requested an amended final PUD and Special Review Use, which would
provide for 66 residential condominiums on a portion of Lot 1, Centennial Pavilion
Subdivision (Centennial Pavilion Lofts). Council conducted a public hearing on the
matter on April 20, 2004, and continued the heating to May 4, 2004. Staff was directed
to prepare findings for disapproval of the application. On May 4, 2004, Council
continued the meeting to June 1, 2004, to reopen the public heating process.
