Louisville City Council Meeting <br />June 1, 2004 <br />Page 4 of 12 <br /> <br />Mayor Sisk requested an Applicant presentation. <br /> <br />Scott J. Pedersen, Pedersen Development Co., 411 Camino Bosque, BoUlder, CO, <br />distributed his written responses to Draft Resolution No. 22, Series 2004, which denied a <br />Special Review Use and Amended Final PUD Development Plan for the Centennial <br />Pavilion Lots. He outlined his responses to the resolution as follows: · The Planning Commission voted in favor of the proposal. <br /> · The comprehensive plan contemplated some mix of land uses in various areas of <br /> the City. <br /> · The proposal is consistent with the comprehensive plan housing objectives to <br /> provide a variety of housing for all people. He noted 10% of the units would be <br /> set aside to meet the affordable housing needs. <br /> · The infrastructure is currently in place to support the proposed residential use. <br /> · Nearby communities have experienced economic viability of residential-retail <br /> projects. <br /> · There is no certainty as to when the office market will rebound, however there is a <br /> demand for residential lofts. <br /> · The proposal is compatible with the surrounding established areas. <br /> · The proposed height of the buildings is approximately the same as the approved <br /> height for the office building. <br /> · The landscaped area would increase by almost half an acre and the asphalt <br /> parking would decrease from 40% to 13%. <br /> <br />In summary, Pederson reported receiving a positive response from the public, who <br />believed a mixed-use project would work well at this site. He requested the Council <br />reconsider approving the Special Review Use Application and the PUD Amendment for <br />Centennial Lofts. <br /> <br />Mayor Sisk requested public comment. <br /> <br />Lanier Horton and Maureen Nelson, owners of Flowers with Flair, 316 S. McCaslin <br />Boulevard, in the Centennial Shopping Center, voiced their support of the Centennial <br />Lofts proposal. They expressed their belief the project will bring in more foot traffic to <br />the Centennial Shopping Center and help local businesses. Horton stated a mixed-use <br />development is the way of the future. <br /> <br />Tom Mayor, 580 Wildrose Way, Louisville, CO, questioned putting a residential area <br />within a business, and asked where the residents would access schools and parks. He did <br />not believe economic benefits should drive the development, and asked why this concept <br />has not been used in other office parks within the City. He urged Council to proceed with <br />caution. <br /> <br />Maureen Horton, Flowers with Flair, 316 S. McCaslin Boulevard, Louisville, CO, stated <br />the City is established as a small community. She asked why a small-town atmosphere, <br />where the public can walk to shopping and work is not being preserved. <br /> <br />4 <br /> <br /> <br />
