Louisville City Council Meeting <br />June 1, 2004 <br />Page 6 of 12 ~ <br /> <br />Mayor Sisk asked for an applicant summary. Mr. Pederson requested Council approval <br />of the proposal subject to working out the details for affordable housing. <br /> <br />Planning Director Wood reminded Council the Planning Commission recommendation <br />contains an open space cash in-lieu requirement. <br /> <br />Council member Brown addressed the proposal's provision for schools capacity, and <br />access issues. Planning Director Wood stated his understanding the enrollment was <br />down, according to the Boulder Valley School District. Pederson addressed the issue of <br />traffic and reviewed the findings of the traffic study. <br /> <br />Mayor Sisk asked if the traffic survey took into consideration multi-family housing. <br />Pederson stated the traffic study considered office use and multi-family residential. <br /> <br />City Attorney Light asked for clarification on the number of units that would be <br />dedicated as affordable housing. Pederson responded 10% or seven units. <br /> <br />Light suggested prior to recordation of the PUD, the seven-unit dedication be required, <br />for a median income of 80%. <br /> <br />MOTION: Council member Brown moved to approve Resolution No. 22, Series 2004, <br />with a second condition requiring the seven-unit dedication be required prior to <br />recordation of the property, for a median income of 80%. Council member Levihn <br />seconded the motion. Roll call vote was taken. The motion passed by a vote of 4-3. <br />Mayor Sisk, Council members Clabots and Keany voted no. <br /> <br />RESOLUTION NO. 31, SERIES 2004 - A RESOLUTION RECOMMENDING <br />APPROVAL OF SPECIAL REVIEW USE AND FINAL SUBDIVISION PLAT <br />FOR A COMMUNITY PARK FACILITY - public hearing (advertised Daily <br />Camera 5/16/04) <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Planning Director Paul Wood explained Resolution No. 31, Series 2004, approves a <br />Special Review Use and Final Subdivision Plat for a Community Park Facility and <br />associated parking area. The park is sited on approximately 18.3 acres of land, zoned <br />Agriculture, was acquired by the City for parks and right-of-way purposes. The <br />conceptual design of the park facility integrates multiple uses within a centralized park <br />concept towards providing for the recreational needs of the community. He reviewed the <br />Final Subdivision Plat, which proposes a two-lot subdivision with Lot 1, at 15.4 acres, <br />north of the road connection, and Lot 2, at 1.1 acres, located south of the road connection. <br />The plat dedicates a 70' right-of-way for the Bella Vista Road connection. The Special <br />Review Use Plan is reflective of the mission to provide a centrally located, multi- <br />purpose, outdoor recreation facility balancing the intensity of use with the character of <br />the surrounding neighborhood. <br /> <br /> <br />
