Louisville City Council Meeting <br />June 1, 2004 <br />Page 7 of 12 <br /> <br />Wood entered into the public record, correspondence received relative to the Community <br />Park prior to and after the Planning Commission public hearing. <br /> <br />Land Management Director Cindy Lair reviewed the Community Park planning history. <br />She stated the design team has tried to incorporate as many ideas and suggestions heard <br />at public meetings into the plan. She explained that one of the challenges facing the <br />design team is adequate parking. She noted that none of the City's parks has sufficient <br />parking for large groups. The parking proposed for the park is located in the center of the <br />park, which is in close proximity to the covered shelter and picnic tables. She introduced <br />Design Concept Consultant Axel Bishop. <br /> <br />Mr. Bishop stated he would be available to address questions and comments. <br /> <br />Mayor Sisk requested public comments. <br /> <br />Denise Ehrmann, 221 Front Street, Louisville, CO, thanked Cindy Lair and the Design <br />Concept Team for their work on the project. She reported on the history of the property <br />on 221 and 224 Front Street, which was purchased in 1934. She voiced her concern over <br />the disposition of the vacated right-of-way property. She expressed her concern of <br />opening Main or Front Streets for public access. She explained if those streets were open <br />to the public, it would be used for parking, and the alley is the only means for the <br />residents to access their home and garage. <br /> <br />Wayne Varra, 224 Main Street, Louisville, CO, addressed the alleyway and the opening <br />up of Main Street. He voiced his belief it would create a dangerous situation for <br />pedestrians. He requested Front Street not be accessible to the public and the opening of <br />Main Street be delayed. <br /> <br />Jean Morgan, 1131 Spruce Street, Louisville, CO, favored opening up Front Street. She <br />addressed the dog park and voiced her opinion a dog park should be in Louisville, <br />however in another area. She recommended the following areas for a dog park: The <br />Sports Complex, under the high-wire area near the Recreation Center, an area south of <br />Bella Vista Drive, the vacant fair grounds located off South Boulder Road and the <br />property located between Louisville Glass and the City Shops Building. <br /> <br />Barb Hesson, 526 LaFarge Avenue, Louisville, CO stated her parents' home is located at <br />411 County Road. She objected to the location of the dog park, and the parking location <br />in the center of the park. <br /> <br />Tom Rafferty, 945 Rex Street, Louisville, CO, thanked Cindy Lair, the Consultant and <br />the City Staff for their work on the project. He stated his concerns with the plans for the <br />park, which included the 3-acre dog run; the pedestrian access to the park; interior <br />parking, and large City events. He suggested round table discussions be conducted to <br />resolve the issues and asked that Council consider another location for the dog park. <br /> <br />7 <br /> <br /> <br />
