Louisville City Council Meeting <br />June 15, 2004 <br />Page 3 of 10 <br /> <br />Finance Director Patty Leslie explained the purpose of a Comprehensive Annual <br />Financial Report (CAFR). <br /> <br />Wendy Swanhorst, CPA of Swanhorst, Dragon & Cutler LLC, 8400 E. Crescent <br />Parkway, Suite 600, Greenwood Village, CO, presented the results of the City's annual <br />audit with the 2003 Management Letter and the 2003 CAFR. Swanhorst noted the City <br />entered into no unusual or significant transactions during the year and that no difficulties <br />were encountered during the audit. Swanhorst, Dragon & Cutler LLC provided the <br />Finance Staff with a schedule of audit adjustments. Of those adjustments, none were <br />determined to either individually or in the aggregate; indicate matters that could have a <br />significant effect on the City's financial reporting. <br /> <br />Mayor Sisk stated the Finance Committee met with Swanhorst and discussed the <br />employees' self-insurance plan, and the Memory Square accounting system. <br /> <br />City Manager Bill Simmons thanked Finance Director Patty Leslie and Wendy <br />Swanhorst for their work and invited the public to review the documents. Copies are <br />available at the Library and at the City Hall. <br /> <br />DISCUSSION/STATEMENT FIRE PROTECTION DISTRICT <br /> <br />Mayor Sisk addressed the recent events of the Louisville Fire Protection District and <br />reviewed the history of the Protection District and the Louisville Volunteer Fire <br />Department. He stated the citizens depend on City services including fire protection. He <br />offered the Fire Protection District Board of Directors and the Volunteer Fire Department <br />members the use of the City Council Chambers to meet and discuss their issues. He <br />stated the meeting could be televised to enable both parties to discuss issues and speak to <br />the residents. He proposed writing a letter to the Louisville Fire Protection District <br />Board of Directors. There was Council consensus. <br /> <br />RESOLULTION NO. 30, SERIES 2004 - A RESOLUTION AMENDING THE <br />CITY'S WATER RATES AND CHARGES WITH RESPECT TO SEPARATE <br />IRRIGATION TAPS USED FOR IRRIGATION OF COMMON AREAS IN <br />DETACHED, SINGLE-FAMILY RESIDENTIAL DEVELOPMENTS <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Deputy City Manager Julie Boyd presented a redlined amended copy of Resolution No. <br />30, Series 2004 and reviewed the changes. She emphasized the changes were to the <br />wordage and not the calculations. It was Staff's recommendation that the irrigation taps <br />at The Springs at Coal Creek be billed at the residential water rates beginning with the <br />year 2003 and that their annual irrigation bills be adjusted accordingly. <br /> <br />COUNCIL COMMENT <br /> <br /> <br />
