Louisville City Council Meeting
June 15, 2004

Council member Brown asked how the T-Mobile advertisement on the scoreboard
concept came about.

Bruce Ritzschke, representing T-Mobile, stated the scoreboard concept was not a part of
the original discussions. He stated the concept is a matter of good will from T-Mobile
to the City of Louisville.

Council member Brown asked if there was an enhancement to the agreement for the
scoreboard. Jeff Sherrer, T-Mobile Consultant, stated the Inline Skating Rink provided an
opportunity to advertise T-Mobile on a scoreboard, and the $100,000 gift was an
incentive for the scoreboard. He stated the City is well compensated in the lease.

Council member Brown asked for the amount the gift was increased for consideration of
the scoreboard displaying their name. Ritzschke stated the monetary gift was increased
by $75,000.

City Manager Bill Manager asked if paragraph K of the agreement, addressing the
scoreboard signage, were deleted would T-Mobile still honor the agreement. Ritzschke
stated T-Mobile would wish to discuss the issue further.

Council member Brown asked City Attorney Light to address the legal implications
referred to by Mr. Goossen in his email. City Attorney Light stated he hadn't had the
opportunity to review Mr. Goossen's email. Light reviewed the sign code regulations.

Council member Van Pelt asked if the scoreboard had to display T-Mobile. Ritzschke
stated there could be other alternatives for displaying T-Mobile in other areas of the
Recreation Center. Williams stated there are other alternatives such as a bulletin board
on a trailhead.

Mayor Sisk asked if there is a precedence for displaying T-Mobile signs. Sherrer stated
other municipalities have displayed commercial signage.

Mayor Sisk voiced his concern over displaying a sign for thirty-years. He asked if the
Scott Carpenter Inline Skating Rink in Boulder has signage at that facility. Williams
stated other municipalities have commercial signage at ball fields and skating rinks.

Mayor Sisk asked what would happen if T-Mobile was acquired by another company.
Sherrer stated the sign would come down.

Mayor Sisk asked Mr. Goossen for his position on the signage. Goossen voiced his
opposition to advertisements in public areas.

Mayor Sisk asked Mr. Sherrer if the City's contribution would be reduced without the
signage. Mr. Sherrer confirmed it would.
