Louisville City Council Meeting <br />June 15, 2004 <br />Page 9 of 10 <br /> <br />Lair reported the Skateboard Park project would be put out to bid this week. <br /> <br />Assistant City Manager for Government Relations Heather Balser reported the City is the <br />recipient of an EPA Grant. The funds will be used to assist the Highway 42 revitalization <br />area. She acknowledged the Planning Department for their work on the grant. <br /> <br />Deputy City Manager Julie Boyd reported the Police/Municipal Court facility received a <br />Certificate of Occupancy, and the City took possession of the building on Friday, June <br />11. She noted the basement would be used for central records storage. An open house at <br />the facility is scheduled on July 24, 2004. The police and court will occupy the facility <br />on August 1, 2004. <br /> <br />Mayor Sisk asked if Staffhad planned for the reallocation of space in the City Hall once <br />the police department moves out. City Manager Simmons responded no. He stated the <br />Staff would work with an architect on a proposal for space allocation in the City Hall. <br />Simmons noted the parking would also be reallocated. <br /> <br />City Manager Bill Simmons reviewed the changes to the City's Open Records Policy. <br />Changes include no charge for the first five pages; a reduction of copying cost from $0.25 <br />.per page to $0.10 per page, and a research fee of $15.00 per hour in 15-minute <br />increments, after the first two hours. The new policy became effective June 15, 2004. <br /> <br />City Manager Simmons addressed the Pickett and Savage properties, which were <br />obtained for park purposes. With respect to the issue raised about special consideration <br />given to those properties, Simmons stated the City solicited the purchase of the properties <br />and there were no special considerations given that were not offered in other open space <br />acquisitions. <br /> <br />COUNCIL COMMENTS AND COMMITTEE REPORTS <br /> <br />Council member Brown reported on the Consortium of Cities meeting, where there was <br />discussion relative to affordable housing proposals in various municipalities. He <br />reviewed the funding proposal and the estimates for each municipality. He asked that <br />this matter be put on a work session agenda for further Council discussion. The <br />Consortium of Cities has requested municipal feedback by August. <br /> <br />Council member Marsella reported the Housing Authority discussed the affordable <br />housing proposal at their meeting. She also reported on a meeting with Boulder County <br />Commissioner Tom Mayer and the Boulder County Housing Authority, where finances <br />were discussed. She stated the meeting was productive and she felt relations between the <br />Louisville Housing Authority and the Boulder Housing Authority will be better. <br /> <br />City Manager Simmons explained the Louisville Housing Authority has requested <br />detailed information relative to Louisville housing units.
