Louisville City Council Meeting <br />July 6, 2004 <br />Page 6 of 10 <br /> <br />Council member Brown stressed the importance of the completion of the citywide <br />Comprehensive Development Plan. <br /> <br />Council member Levihn stated his understanding is the Pow Wow Grounds proposal <br />could come forward. He asked if many more developments are eligible. Planning <br />Director Wood stated there are several PCZD plans throughout Louisville; however, to <br />date no amendments have be filed with the Planning Department. <br /> <br />Council member Marsella asked if any plans submitted to the City would be affected by <br />the ordinance. Wood responded no. <br /> <br />Mayor Sisk requested public comment and hearing none, closed the public hearing. <br /> <br />MOTION: Council member Keany moved for Council approval of Ordinance No. 1450, <br />Series 2004, seconded by Council member Levihn. All were in favor, 5-0. Council <br />members Van Pelt and Clabots were absent. <br /> <br />ORDINANCE NO. 1451, SERIES 2004 - AN ORDINANCE AMENDING THE <br />LOUISVILLE MUNICIPAL CODE TO PROHIBIT PARKING OF <br />UNREGISTERED VEHICLES ON PUBLIC STREETS AND ESTABLISHING <br />PENALTIES FOR VIOLATIONS THEREOF - 2na reading - public hearing 7/6/04 <br />(advertised Daily Camera 6/19/04) <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Police Chief Bruce Goodman explained Ordinance No. 1451, Series 2004, proposes <br />prohibitions on parking of unregistered vehicles on public streets and right-of-way, and to <br />establish penalties for violations. He noted the ordinance is well defined and provides a <br />progressive penalty assessment fine schedule that should be an incentive for delinquent <br />owners to register their vehicles. He noted the proposed ordinance is not in conflict with <br />LMC 8.16.040 and the use of one does not preclude the use of the other. <br /> <br />Mayor Sisk opened the public hearing and asked if anyone in the audience wished to <br />speak for or against Ordinance No. 1451, Series 2004. <br /> <br />COUNCIL COMMENT <br /> <br />Steve Costello, 902 Grove Drive, Louisville, CO asked if the ordinance's fine structure <br />provides that vehicles would be cited for every day in violation. <br /> <br />City Attorney Light stated the ordinance gives authorization for an offense for every day <br />a vehicle is in violation. He noted the municipal judge and prosecutor would address the <br />issue at the court level. <br /> <br />Police Chief Goodman reviewed the police department's policy on unregistered vehicles. <br /> <br />6 <br /> <br /> <br />
