City of Louisville Transportation Master Plan — Scope of Work <br />Background <br />The Transportation Master Plan (TMP) will be the City of Louisville's long range (5-7 years) <br />guiding document for improvements to local and regional roads and multimodal transportation <br />networks. The City's goals for the TMP are to be more strategic with existing and future <br />investments in the transportation network and improve mobility and access in a way that is <br />safe and convenient while minimizing auto congestion and associated impacts. <br />Having a well-planned and coordinated transportation network is vital to the long term fiscal <br />health of the City, helps the City meet its sustainability goals, and helps to ensure the City <br />maintains its small town character. Promoting and planning for appropriate ways to connect <br />the local and regional transportation system supports the same goals. <br />The TMP will help address the challenges of facilitating mobility and access in a strategic <br />manner, within the fiscal constraints of the City's budget, is responsive to anticipated <br />demographic changes, is coordinated with regional plans and investments, and is equitable and <br />supports all segments of our community. The TMP will outline the City's vision for our ultimate <br />transportation system, our transportation and multimodal policy priorities, and capital projects <br />prioritized within our funding constraints. <br />Scope of Work <br />Respondents are requested to prepare a detailed description of proposed services and how <br />they would approach both the process and the final product of the TMP. The selected <br />consultant will be required to provide the services necessary to manage the process, including <br />the public process (with City Council and staff involvement), and produce the deliverables for <br />the Transportation Master Plan. <br />The City hopes to complete the planning process within an approximate 10-12 month period, <br />with work beginning in January/February of 2018 and final plan completion by November 2018, <br />for Council approval before the end of the year. <br />The proposed scope of services provided should include, but not be limited to, the components <br />listed below. The process and final recommendations should take into account the following: <br />- Louisville's community character <br />- Adequate infrastructure and access for business and employment centers <br />- Reducing/managing transportation demand and single occupancy vehicle use <br />- Alternate modes of transportation including walking, bicycling and transit <br />Neighborhood traffic management and safety <br />- Regional travel and transportation systems <br />- Regional land use and growth projections <br />- Livable communities, and the nexus between land use, housing, and transportation <br />19 <br />
