Louisville City Council Meeting <br />August 17, 2004 <br />Page 3 of 8 <br /> <br />REGULAR BUSINESS <br /> <br />RECOGNITION - OUTGOING YOUTH ADVISORY BOARD MEMBERS <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Recreation & Senior Services Director Keith Williams reported the Youth Advisory <br />Board completed their second successful year. In October the Board members attended a <br />retreat in Estes Park with other boards from around Colorado and set goals and received <br />leadership training. The Board decided their goal would be to promote volunteerism of <br />youth, and undertook several projects. He recognized the two City Staff members Mandy <br />Perera and Carol Purfurst who worked with the Youth Advisory Board. The 2003-2004 <br />Youth Advisory Board contained fourteen members. Ten members will not be returning <br />next year and were recognized for their service. <br /> <br />Mayor Sisk recognized and presented certificates of appreciation to the members of the <br />Youth Advisory Board: Chairperson Mallory Martin, Vice Chair Matthew McAllister, <br />Secretary Karlee Avischious, Brandon Painter, Lizabee Pancoast, Sarah Jane Seifert, <br />Ryan Murphy, Jenelle Tennigkeit, Hannah Guinther, and Lauren Slack. <br /> <br />DISCUSSION/DIRECTION - THISTLE COMMUNITY HOUSING REQUEST <br /> FOR BANK QUALIFIED BONDS <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Assistant City Manager for Governmental Relations Heather Balser reported on the <br />Thistle Community Housing request for Bank Qualified Bonds. She explained the City <br />of Louisville has received a request to serve as a conduit bond issuer for Thistle <br />Community Housing for the acquisition of the Mapleton Mobile Home Park in Boulder. <br />Thistle is requesting the ability to utilize the City's estimated $2.6 Million of Bond <br />Qualified (BQ) bond authorization remaining for the 2004 calendar year. The City's <br />bond counsel has filed a letter outlining the risks to the City for such financial transaction <br />and to the City's credit ratings. The Louisville Housing Authority, at their regular <br />meeting in July, recommended the City Council authorize the issuing of bonds for the <br />Thistle Community Housing. <br /> <br />Aaron Miripol, Executive Director for Assistant Community Housing in Boulder County, <br />explained the proposal is for the Maplet0n mobile home housing project in Boulder. He <br />stated this mobile home park is thirty years old and owned by the City of Boulder. The <br />Thistle Community is purchasing the park from the City of Boulder. He noted this is the <br />first time a mobile home park in Colorado would become a permanent affordable <br />community. The City of Boulder is contributing $800,000 in grant money, from the <br />Colorado State Division of Housing, and an additional $300,000 is being <br /> <br /> <br />
