Louisville City Council Meeting <br />August 17, 2004 <br />Page 6 of 8 <br /> <br />Council member Brown asked Larsen to give a brief background on his organization. <br />Larsen explained there are similar facilities in the Metro area which provide a center for <br />teens and their parents. The proposed facility will serve Boulder County and the northern <br />Colorado area. It provides aftercare following a hospital program. He stated the CTC site <br />was selected because this type of program works well in professional office spaces. The <br />space provides a professional setting rather than a recreational one. Larsen stated this <br />facility will be a privately funded program. <br /> <br />Mayor Sisk stated his understanding that admission is by invitation only. Larsen <br />confirmed the facility would not be open to the public. <br /> <br />Mayor Sisk asked how entry to the facility would be regulated. Larsen stated the <br />counselors will monitor the facility, and if someone is not a program participant, they <br />would be asked to leave. <br /> <br />MOTION: <br />Series 2004. <br />was absent. <br /> <br />Council member Van Pelt moved for Council approval of Resolution No. 37, <br />Council member Brown seconded the motion. Council member Clabots <br /> <br />STATEMENT AS TO SUFFICIENCY OF VALID SIGNATURES FOR <br />CITIZEN'S INITIATIVE - CITIZEN REPRESENTATIVES AND PROPONENTS <br />OF CHARTER AMENDMENTS <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />City Clerk Nancy Varra reported on an initiative petition filed on June 1, 2004 regarding <br />amendments to the Louisville Home Rule Charter. She explained that state statute <br />requires an initiative petition to submit a home rule charter amendment at a special <br />election be signed by at least ten percent of the registered electors of the city on the date <br />that the statement of intent of the proposed initiative is submitted to the City Clerk. <br />According to the Boulder County Clerk, on June 1, 2004, the number of registered <br />electors of the City was 12,945; thus the required number of signers on the initiative <br />petition on August 3, 2004, was 1,295. Based on her review of the signatures, the petition <br />has a sufficient number of valid signatures. Varra certified to the City Council the <br />initiative petition submitted August 3, 2004, proposing amendments to the Louisville <br />Home Rule Charter, has a sufficient number of valid signatures. <br /> <br />City Attorney Light outlined the procedures and requirements for placing the measure on <br />the ballot for the November 2, 2004 election. <br /> · City Council selects the ballot title at the September 7, 2004 meeting. <br /> · City Clerk publishes the Citizen's Initiative. <br /> · The ballot content must be certified with the County Clerk on September 8. <br /> <br /> <br />
