Mr. Rick stated the commercial <br />component must be s01d before the church and school could be built. He explained the <br />main thrust of the project is the church and the school. <br /> <br />Father Timothy Gaines stressed the need for a new church and school. He explained the <br />current church's seating capacity is 300, and the total number of parishioners is 2,000. <br />He reviewed the history with parking issues with the neighbors and the schools' lack of <br />playground facilities. He emphasized the church is very committed to move forward with <br />the project. <br /> <br />Council member Levihn voiced his preference for the entire project to go forward. In <br />that respect, the infrastructure will be put in place first. <br /> <br />Council member Van Pelt shared Mayor Sisk's concern over the phasing issue. <br /> <br />City Attorney Light reviewed Section 1.5 of the Development Agreement, which <br />contains a provision restricting development in Zone III before the development of Zone <br />I. He noted the phasing plan is left to the time of subdivision. <br /> <br />Planning Director Wood addressed Council member Van Pelt and Mayor Sisk's concerns <br />relative to the phasing of the properties. He explained the properties are platted and it <br />would be unfair to one property owner to hold them to a larger degree of responsibility <br />that the others. In fairness to the applicant, there is some anticipation there will be some <br />phasing. He stressed the importance of clarity in establishing responsibility. <br /> <br />Mr. Rick stated the PUD is the logical place to discuss phasing of the development. He <br />viewed the zoning as notification to the property owners that they may propose to <br />develop their properties under the PUD process. <br /> <br />Mayor Sisk requested an Applicant summary. <br /> <br />Ms. Bishop, Director of Real Estate for the Archdiocese of Denver, summarized the <br />applicant's presentation. She stated the Archdiocese and the St. Louis Parish cannot <br />construct the church and school without the commercial component in place. With <br />respect to the assisted living and skilled care facilities, she explained they would be <br />considered an extension of the church ministry. <br /> <br />Mayor Sisk closed the public hearing. <br /> <br />Council member Keany requested the requirement of a Special Review Use for any <br />building greater than 300,000 SF, and for nursing or skilled care facilities. <br /> <br />City Attorney Light stated the two points are not a part of the ordinance. He requested a <br />motion include approval of the general development plan and authorization for the Mayor <br />to sign the PCZD agreement, which is the rezoning agreement. <br /> <br />6 <br /> <br /> <br />
