An emergency ordinance shall take effect <br />upon final adoption. Following final adoption, an emergency ordinance shall be <br />published in full. <br /> <br />Mayor Sisk opened the public hearing and asked if anyone in the audience wished to <br />speak for or against Ordinance No. 1458, Series 2004. <br /> <br />Mr. Todd Anderson, Xcel Energy, stated the negotiations are going well. He voiced <br />confidence that the negations would be complete by the deadline. <br /> <br />Mayor Sisk requested public comment and hearing none, closed the public hearing. <br /> <br />MOTION: Council member Keany moved that Council adopt Ordinance No. 1458, <br />Series 2004, an emergency ordinance extending the Public Service Franchise Agreement, <br />seconded by Council member Clabots. Roll call vote was taken. The motion passed by a <br />vote of 7-0. <br /> <br />AUTHORIZE CONTRACT WITH ADOLFSON & PETERSON FOR <br />CONSTRUCTION MANAGER/GENERAL CONTRACTOR SERVICES FOR <br />LOUISVILLE PUBLIC LIBRARY <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Deputy City Manager Julie Boyd reported at the September 21, 2004 City Council <br />meeting, Staff was authorized to work with the Library Steering Committee and Paul <br />Wember, Project Manager, to issue a Request for Proposals for Construction <br />Manager/General Contractor (CM/GC) Services for the Louisville Public Library. <br />The general contractor will work as part of the design team with the architects and <br />Library Steering Committee on the project. The contractor will also work with City Staff <br />to prepare a downtown parking plan, which can be submitted as part of the application for <br />final approval of the building. <br /> <br />Requests for Proposals were sent to twenty contractors, and responses were received <br />from eighteen. Four of those were chosen for interviews, based on similar project <br />experience, ability to provide pre-construction services, fees and acceptance of general <br />conditions. The four companies interviewed were: Adolfson & Peterson Construction, <br />Hensel Phelps Construction Co., Pinkard Construction and FCI Constructors. Five <br />representatives of the Library Steering Committee interviewed representatives from the <br />four companies and reviewed financial information. All four companies presented <br />excellent qualifications and were strong contenders. Based on the interviews and <br />information received the committee recommends Adolfson & Peterson Construction. <br /> <br />Adolfson & Peterson is prepared to begin work on the project immediately by providing a <br />construction budget estimate based on the current architectural drawings, and beginning <br /> <br /> <br />
