Historic Preservation Commission <br />Meeting Minutes <br />August 18, 2008 <br />Page 6 of 8 <br />Corson briefly reviewed the CLG program highlighting the federal creation of the <br />program and the funding. He added that the obligations of all CLGs are to: <br />1. Maintain a qualified Preservation Ordinance and Commission <br />2. Enforce the ordinance <br />3. Maintain a system for the surveying of buildings <br />4. Allow for public participation in meetings and public hearings <br />5. Provide comments on any local sites nominated to the national register including <br />a sign off by the mayor <br />6. Provide meeting minutes to the state historical society <br />7. Complete an annual report <br />8. Allow public access to records <br />9. Have at least one commission member per year must attend a training <br />10. Must have design standards consistent with the Secretary of the Interior <br />11. Commission must meet at least 4 times per year. <br />Corson added that the benefits of being a CLG include: <br />1. Locally landmarked structures are eligible fora 20% state tax credit <br />2. Technical Advice from the state historical society is available <br />3. CLG are eligible for CLG grants <br />Corson added that he recommends that boards attend the meetings of other <br />communities with similar issues. He recommended the Commission attend a meeting in <br />Steamboat as he sees many similarities there with Louisville. <br />Corson gave a few comments on the public hearing: <br />1. If something is eligible for the National Register it should be eligible for local <br />landmarking. The National criteria are harder to meet. <br />2. Give guidance to the applicant on what he/she can expect at the hearing <br />3. Don't reward poor maintenance of a property <br />4. Take into consideration those costs that will need to be completed in any project, <br />rehabilitation or new build. <br />5. Burden of proof should be on the applicant, not the Commission. <br />Corson strongly encouraged the Commission to continue surveying of buildings in town. <br />He noted that the last survey in Louisville was done in 2000 and generally surveys need <br />to be redone after 10 years. <br />Lewis thanked Corson for his presentation and time. <br />Update -Preservation Sales Tax Ballot Question <br />Muth reported that the City Council did finalize the language for the ballot question for a <br />preservation sales tax. It will go on the November ballot. <br />Discussion/Direction/Action -Comprehensive Plan Update <br />Muth briefly reviewed the changes to the Comprehensive Plan that the HPC suggested <br />at its last meeting. Members agreed with the changes as written and added a couple <br />more. <br />
