Louisville Local Licensing Authority
Meeting Date: April 28, 2003

Member Mulvahill wanted to clarify the payment schedule the Authority received·
He stated the February, 2003 payment had not been received until April 1, 2003
and the payment due on April 20, 2003 had not been paid. Ms Bolte replied yes,
the information was correct. Member Mulvahill continued, stating Mr. Min would
not be in compliance if payment for April had not been received yet. Ms. Bolte
explained that Mr. Min paid late but also paid the interest and penalties
associated with a late payment. She continued saying the March payment had
been paid with a business check. Depending on whether or not the check clears
the bank, Mr. Min will be in compliance.

Chairperson Lipton asked Ms. Bolte to keep the Authority appraised of the status
on the tax payments on a monthly basis. Ms. Bolte explained payments are not
· th
due unbl the 20 of the following month so it may be almost two months before
she would know if Mr. Min's sales tax payment was late.

Mr. Min then approached the Authority and stated he is currently paid up to date
on his sales tax. Chairperson Lipton notified Mr. Min the Authority would be
monitoring the sales tax payments to make sure they are not late. Member
Wilson let Mr. Min know he was one vote away from losing his license and hopes
the Authority won't need to request his presence again.

Chairperson Lipton explained since payment was received before the meeting,
the license would be renewed

Transfer of Liquor License - Western Liquor, Inc., d/b/a Western Liquor - Retail
Liquor Store License - 1140 Pine Street, Unit #1.

Mr. Trien Nguyen, owner of the establishment, came forward.

Chairperson Lipton asked Mr. Nguyen if he had held a liquor license in the past.
He replied he had not.

Member Mulvahill asked about the charges the applicant listed on the Individual
History Record. Mr. Nguyen explained his sister had been harassing him over
the phone so he went to her house and took the base of the phone so she
wouldn't be able to make any further calls. The police were called and the base
was returned to his sister later the same day. A summons was given to Mr.
Nguyen for theft. The incident occurred approximately two years ago in Aurora.

Chairperson Lipton wondered if Mr. Nguyen had problems dealing with his anger;
specifically, a potential situation with an angry customer. Mr. Nguyen replied he
would be able to handle a situation such as Chairperson Lipton described.

G:\LIQUOR\2003\MINUTES\MINUTES APRIL 03.DOC
