Louisville Local Licensing Authority
Meeting Date: April 28, 2003

Member Mulvahill asked about an incident that involved a theft in a King Soopers
store. He wanted to know what item Mr. Nguyen had taken. Mr. Nguyen stated
he had put an item in his pocket and forgot it was there. It happened in Aurora
about two years ago. Mr. Nguyen couldn't recall what the item was but it cost
between $1 and $2. He did pay for groceries that totaled between $20 to $30.

Chairperson Lipton asked if the applicant would be attending liquor training. Mr.
Nguyen replied he had attended liquor training the previous day. Chairperson
Lipton also wanted to know who would be working with him in the liquor store.
Mr. Nguyen stated his brother would be working with him occasionally.
Chairperson Lipton wondered if new employees would be required to attend
training. Mr. Nguyen replied that he would have all his employees attend
training.

Member Kimmett asked Mr. Nguyen if he would be making any modifications to
the store. Mr. Nguyen replied he did not intend to rearrange the store. Member
Kimmett made sure Mr. Nguyen understood if he did intend to make any
changes, they would need to be approved by the Local Licensing Authority.

Member Wilson voiced her concerns about the police incidents. She wanted
something more official then the hand written note provided by the applicant.
Authority Attorney Bleau had a copy of a police report from the local police
department. The report showed Mr. Nguyen's car had been broken into.
Member Wilson wanted a more substantial record. Member Kimmett asked if Mr.
Nguyen's fingerprints had been run through the Colorado Bureau of
Investigation. Deputy Clerk Schmidt replied fingerprints had been run through
and nothing came up.

Authority Attorney Bleau added if the Authority decided to continue the transfer
until the next meeting, she could check into the police reports. Member Mulvahill
asked if our police department had done any background checks. Deputy Clerk
Schmidt answered Detective Lanphere had run a check and only came up with
the report regarding Mr. Nguyen's car being burglarized.

Chairperson Lipton made a motion to table the item until the next meeting on
May 12, 2003. Member Wilson seconded. Roll call vote: Lipton-yes, Koertje-
yes, Kimmett-no, Paige-no, Wilson-yes. The Authority then discussed the
motion. Member Kimmett stated he did not feel the incidents, which happened in
the past, should be cause to deny an application. The applicant has admitted to
the incidents and both appear to be minor offenses. Member Paige felt it would
take up more of the Authorities time to table this item until the next meeting.

4
G:\LIQUOR~003\MINUTES\MINUTES APRIL 03.DOC
