Planning Commission <br />Meeting Minutes <br />December 14, 2017 <br />Page 5 of 10 <br />Ritchie added that Resolution 20 required that the City undergo a market study to come up with <br />a value. <br />Motion made by Fahey to approve Resolutions 1 and 2, Series 2018, seconded by Dickinson. <br />Roll call vote. Motion passed unanimously. <br />DISCUSSION <br />Trice updated the Commission on recent events. <br />Miners' Cabins <br />The miners' cabins were moved and are currently at the City Services Building. One of the <br />floors was dislodged during the crane move, but it will eventually be restored. <br />Hecla Casino <br />The Hecla Casino was demolished. Trice and Chair Haley documented what was left of the <br />building in September. <br />Stories in Places (Historic Context) <br />The Residential Historic Context is complete and ready for print. There will be three historic <br />contexts in total. Once they are all completed, staff will present to the Commission on the <br />findings. <br />Center for the Arts <br />The middle door on the Center for the Arts building was originally a window. Commissioner Ulm <br />and Commissioner Dickinson are on the subcommittee. After visiting the site, they <br />recommended that the door be restored as a window. <br />Dickinson updated the Commission on his home at 721 Grant, which used to be a hospital, a <br />post office, and a printing press at various stages of its life. The structure has no foundation and <br />it was leaning to one corner. The leaning has been corrected and a foundation will be poured. <br />Last Friday the construction team moved the house back 4 feet to allow for stairs to get to the <br />new front porch. In the next few days the crew will raise it again for excavation. They are <br />currently in the preservation stage and the restoration stage will follow. <br />Preservation Master Plan Implementation/Goals for 2018 <br />Trice informed the Commission that there are several projects that staff and HPC will continue <br />to work on in 2018 as a part of Preservation Master Plan implementation. Several projects are <br />already listed as goals of the Master Plan and all need volunteers from the Commission: <br />1. Update Historic Preservation Fund Resolution for 2019 <br />2. Amend 15.36 — Demolition process and alteration certificate criteria <br />3. Promotion of Historic Preservation Fund and Revolving Loan Program <br />4. Complete Historic Contexts <br />5. Install interpretive signs <br />6. Outreach Events <br />Landmark Ceremony <br />First Friday Art Walk (May) <br />Farmer's Market <br />Potential projects <br />1. State Historic Fund Application — Center for the Arts, Digital Survey <br />2. Engage and educate realtors <br />3. Historic Preservation Commission joint training with Lafayette Historic Preservation <br />Board. <br />
