Louisville City Council Meeting <br />August 19, 2003 <br />Page 5 of 8 <br /> <br />Davidson called for Applicant presentation. <br /> <br />E.J. Mead, Arch 11, Inc., conducted four meetings with the Downtown Business <br />Association to get their input and as a result, the design of the building drastically <br />changed. The buildings were designed to compliment the eclectic style of the historic <br />neighborhood and not necessarily to match the style. He addressed the masonry brick in <br />the planter and stated it introduces a new texture to the project. He stated he would <br />present two models of the planter, one of masonry brick and the other of brick for <br />Planning Commission review and selection. <br /> <br />COUNCIL COMMENT <br /> <br />Sisk asked why the applicant objected to the Planning Commission recommendation for <br />brick planters. Mead stated they propose to bring in new textures and colors into the <br />project. <br /> <br />Sisk asked if the Moffitt House history could be preserved. Mead stated the design could <br />be complimented but should not be replicated. <br /> <br />There was considerable Council discussion: Sisk asked that the Moffitt history be <br />preserved in some manner. Levihn voiced his agreement with the masonry block. Keany <br />voiced his belief the masonry block looked industrial or unfinished. Brown voiced his <br />support of review of the models and for a historical plaque noting the history of the <br />Moffitt House. <br /> <br />Property owner Richard Sands, 4261 Black Cherry Court, Boulder, CO, committed to <br />preserving the Moffitt House history through a commemorative plaque and requested <br />assistance from the Louisville Historic Preservation Commission. <br /> <br />MOTION: Sisk moved that Council approve Resolution No. 23, Series, 2003, including <br />Conditions One, Two and Three, and authorizing the City Manager to approve Condition <br />Four upon his inspection of the planter models, seconded Brown. <br /> <br />Keany offered a friendly amendment that Condition Four be approved prior to issuance <br />of any certificate of occupancies. Sisk and Brown accepted the amendment. <br /> <br />VOTE: Roll call vote was taken. The motion passed by a vote of 7-0. <br /> <br />RESOLUTION NO. 24, SERIES 2003 - A RESOLUTION FINDING <br />SUBSTANTIAL COMPLIANCE FOR AN ANNEXATION PETITION FILED <br />WITH THE CITY OF LOUISVILLE, COLORADO, KNOWN AS THE STK <br />ANNEXATION, AND SETTING A PUBLIC HEARING THEREON <br /> <br />Davidson called for Staff presentation. <br /> <br /> <br />
