Louisville City Council Meeting
August 19, 2003

Planning Director Paul Wood reported the applicant/property owner STK Corporation
submitted a petition to commence a voluntary annexation of approximately 80 acres
located adjacent to and west of S. 96th Street, just south of the Paradise Lane Subdivision.
The undeveloped parcel comprises the majority of the land holdings in the northeast
quadrant of the STK Campus. The annexation petition was submitted on June 17, 2003
in conjunction with a request to zone the balance (320) acres) of the STK campus to
Planned Community Zoned District (PCZD), and a request to amend the South Sub-Area
Comprehensive Plan. Wood noted Staff and the City Attorney's offices have reviewed
the petition and find it to be in compliance with the statutory requirements. The
annexation map reflects a boundary contiguity of approximately 67% with the City of
Louisville. The 80-acre parcel is subject to the terms and provisions of the Southeast
Boulder County, South 96th Street, Dillon Road, and US 287 Area Comprehensive Plan
(IGA) approved in February of 1999, where all parties agreed that only Louisville could
develop the property.

Wood stated the property owner is requesting the annexation parcel be zoned to City of
Louisville Planning Community Zoned District - Commercial (PCZD-C) in conjunction
with the annexation. If authorized by Council, the zoning would come before the
Planning Commission on September 9, 2003. The adopted South Sub-Area
Comprehensive Plan, as amended, states the 80-acre parcel should be designated as non-
residential. Resolution No. 24, Series 2003, if approved, will set the public hearing for
October 7, 2003.

City Attorney Sam Light clarified that Resolution No. 24, Series 2003 finds the petition
meets the statutory requirements and is not the resolution of eligibility.

MOTION: Sisk moved that Council approve Resolution No. 24, Series 2003, seconded
by Keany. All in favor.

CITY ATTORNEY'S REPORT

None.

CITY MANAGER'S REPORT

City Manager Bill Simmons asked Assistant City Manager for Governmental Affairs
Heather Balser to update Council on the McCaslin Interchange and the US36 Corridor.

Balser reported on the following:
· The US36 Mayors' Coalition met on August 14, with Governor Owens. She noted
Mayor Davidson was recognized for his leadership role on the US36 Project.
Governor Owens stated the US36 Corridor would be the next project after TREX
Corridor.
