Open Space Advisory Board
Minutes
February 14, 2018
intersections so the design phase will probably move forward this year or
next, working with Boulder County.
F. Working on State Hwy 42 underpass design; discussion next month, also
Avista trail alignment.
G. Wayfinding update: bids out & being received for pedestrian -activated
crossing (HAWK crossing with flashing lights, not traffic lights) on Dillon
near Powerline trail; selecting contactor next week.
H. Three other trails to be constructed this year (Coyote Run, sidewalk on
Washington, and segment on the Powerline Trail near Fireside
Elementary); any remaining funds to be used for design for next year's
trail projects.
Terracon was selected to do additional work on Coyote Run Open Space
slope monitoring; their staff in -field Thursday & Friday this week (2/15 &
2/16) to install piezometers and inclinometers in order to monitor
movement at and below ground level. Terracon will take readings monthly
and will report back to City team.
J. 50 ranger applications have been selected to be screened by staff.
Interviews tentatively planned for March.
K. Meeting being scheduled with Boulder County & Lafayette reps on
Mayhoffer property to start management plan discussions.
L. Callahan trail repair: the leak is temporarily fixed and the pipe is being re-
designed; also doing some soil remediation.
VI. Board Updates
A. Laura & Ember will prepare a Wayfinding Introduction for new (and prior)
board members - planned for 1/2 hour prior to regularly scheduled April
OSAB meeting (April 11, 2018).
B. Missy asked if OSAB has made any contact with Avista Hospital Wellness
Program; Joe said some discussions have taken place; hospital board
wants to partner re: trail connections, trailhead parking, and community
garden. Missy stressed importance of connecting to various health
organizations in this regard. Mike suggested that further discussion be
scheduled as an agenda item.
C. David reported that he attended to Boulder County Open Space public
comment session re: E -bikes, and that there is a desire for a consistent
approach between communities.
D. Mike reported on joint Tiger Team meeting with OSAB and PPLAB. They
met on Tues 2/13/2018 with Mike & Fiona (OSAB), Dave Clabots
(PPLAB), Mark Newland (PPLAB - absent), Ember, Joe, and Dean
Johnson (Parks Superintendent); Discussed goals for Tiger Team and
ideas for "product" from Tiger Team effort. There are not a lot of staff
time/resources to produce a full Master Plan this year, but Tiger Team
could develop Guidelines for dog recreation area siting (research &
gather public input then report to our respective boards). OSAB agreed
that this is a good strategy.
VII. Public Comments on Items Not on the Agenda—
Warembourg Fishing Pond Improvement - presented by Martin Ogle 322
Raintree Ct.
4
