Library Board of Trustees
Meeting Minutes—DRAFT
January 11, 2018
6) Public Comments
Michael Bishop, a Louisville resident, was in attendance to observe. He had no comments.
7) Trustee Informational Comments on Pertinent Items Not on the Agenda
Board president Schuman reported that Dean Johnson of the City's Parks Department had been
contacted by a local Eagle Scout who wanted to build two Little Libraries. Board secretary
Chamberlin noted that he did not believe the Little Libraries were something that the Board should
be involved in. After a brief discussion, the Board agreed that the project, which was to be
completed by March 25, was not well-defined and that the Scout needed to create a proposal
specifically detailing all the elements of the project. Schuman will contact the Scout and report on
the status of this request at the March 8 meeting.
8) New Business
A. Designate:
1) 2018 locations to post notices of public meetings
Per the memo included in the meeting packet, the Board unanimously agreed to continue
to post meeting notices in the locations as recommended by the City's policy and in
keeping with the City's Home Rule Charter.
2) 2018 schedule of board meetings
The Board agreed to maintain the current schedule of meetings, which is the second
Thursday of odd -numbered months. The remaining 2018 schedule will be:
• March 8
• May 10
• July 12
• September 13
• November 8
Board secretary Chamberlin noted that the Board's bylaws state that meetings are held
on the third Thursday of odd -numbered months, and that the bylaws should be updated.
No discussion was undertaken; no vote was taken.
B. Distribute:
1) 2018 Open Government & Ethics Pamphlet
The pamphlet was included in the Board's meeting packet.
C. Board Handbook revision
Based on discussions at the November 2017 Board meeting, Beth prepared an outline of items
that might be included in an updated version of the handbook. The current handbook had been
voluntarily prepared about 14 years ago by the previous Library director, as a courtesy and aide
to newly appointed Board members. It has not been substantially updated since that time; a
project which Beth noted she would like to undertake with the Board's participation.
Beth also noted that the idea of creating the new handbook in an electronic flipbook format,
rather than a 3 -ring binder, had been recommended by staff member Karen Freiter. Beth asked
if Board members thought this was something they would like to see happen.
Board secretary Chamberlin offered no comments on the proposed outline, per se, but he did
note that inclusion of an organizational chart was not sufficient to address the issue of Library
