Planning Commission <br />Meeting Minutes <br />December 14, 2017 <br />Page 2 of 10 <br />Dionigi's marriage to Lizzie Winkler represented a combining of two cultures, Italian and <br />Austrian, an occurrence that, while not unheard of, was also not common at the time. <br />The architecture includes an intersecting gable, a wood -frame house, asbestos siding <br />from after 1948, some original windows, replicated porch details, a shed -roof, enclosed <br />rear porch, rear additions after 1948, and a detached one -bay garage. The date of <br />construction for the garage is unknown. The majority of the windows are 1/1 double - <br />hung wood frames with a fixed window on the east elevation. A hipped -roof, front porch <br />is supported by turned columns and an open wood balustrade with turned balusters. <br />The columns and balustrade replicate the original. Additions to the west elevation and to <br />the west end of the south elevation predate the 1960s. <br />Criteria for demolition review: <br />1. The eligibility of the building for designation as an individual landmark consistent with the <br />purposes are standards in this chapter; <br />The property is associated with prominent local citizen John Diogini. The vernacular <br />structure is a part of the pattern of development in the Jefferson Place subdivision <br />including scale and location on the lot. The house has integrity of location, setting, <br />design workmanship, feeling, and association. Integrity of materials and design are <br />somewhat more compromised by the replacement asbestos siding, window alterations, <br />and replacement porch balustrade and porch columns. <br />Staff finds the property meets the criteria for significance and integrity making it eligible <br />for a designation as an individual landmark. <br />2. The relationship of the building as a potential contributing structure to a potential <br />historical district per the criteria set forth in this chapter; <br />Jefferson Place and Old Town are both potential State Registry and local historic <br />districts. Staff finds the house to be contributing to both potential districts. <br />Staff finds the house at 721 La Farge to be contributing to both potential districts. <br />3. The reasonable condition of the building*; <br />The applicant did not provide information on the condition, though from the exterior it <br />appears to be in good condition. <br />4. The reasonable projected cost of restoration or repair.* <br />The applicant did not provide information on the projected cost. <br />*In considering the condition of the building and the projected cost of restoration or repair as set <br />forth in subsections H.3 and H.4, above, the Commission may not consider deterioration caused <br />by unreasonable neglect. <br />Staff finds that the structure may be eligible for landmarking and could contribute to a potential <br />historic district based on its social significance, architectural significance, and architectural <br />integrity. The HPC may release the permit, or place a stay on the application for up to 180 days <br />from the date of application, which was January 8, 2018. The stay would expire on July 7, 2018. <br />Staff recommends the Historic Preservation Commission place the full stay of 180 days to allow <br />the applicant time to consider design alternatives. <br />Chuck Thomas asked if the building was in compliance with the front -yard setback rules. <br />Trice responded that she had not measured the setback but the house seemed pretty far up on <br />the lot. <br />Cyndi Thomas asked for additional comments from staff. Seeing none, she invited the applicant <br />to present. <br />
