Louisville Local Licensing Authority
Meeting Date: June 24, 2002

Member Wilson asked what type of businesses would be surrounding the
restaurant. Mr. Sinprasong named a few of the establishments that will be
opening in the same area.

The Authority had a few more questions regarding clarification on where liquor
storage and offices would be on the new drawing submitted.

Member Kimmett asked Mr. Sinprasong at what point would the customer have
access to the liquor. Mr. Sinprasong stated the alcohol is near the cashier and
customers would get their own liquor at that point. When they reach the cashier,
ID's are checked.

Member Paige asked at what point would bottles of beer purchased be opened,
because a closed package cannot be sold. Mr. Sinprasong explained that the
cashier would open the beer for the customer.

Chairperson Lipton asked Mr. Sinprasong what type of training he has attended.
He stated he has been to training sponsored by local police departments.

Member Wilson voiced her concern regarding the fact that Mr. Sinprasong is the
manager of more than one Hotel & Restaurant Liquor License and the Authority
would have to wait to approve the license until the issue was resolved. Attorney
Harrington stated that if the Authority was so inclined, the license could be
approved conditioned upon receipt of evidence that Mr. Sinprasong has acquired
new managers for his other locations.

Ms. Reester called her next witness, Tina Scott with Oedipus, Inc. PO Box 0038,
Louisville, CO 80027. Authority Secretary Schmidt swore her in.

Ms. Reester asked Ms. Scott if she was retained by the applicant to do a
neighborhood needs and desires survey. Ms. Scott replied that she was. She
then gave the results of the survey, which were favorable. Ms. Reester then
asked Ms. Scott if people were familiar with Siamese Plate on the Go. Ms. Scott
replied that quite a few people were familiar with the restaurant. She then
explained the breakdown of the number of people surveyed. Ms. Reester asked
Ms. Scott if notice of a public hearing was posted. Ms. Scott replied that a
posting was done and provided pictures of the sign posted on the property.

Chairperson Lipton asked if there were any interested parties in the audience
who wished to speak in favor or in opposition of the application. No parties
spoke.

Ms. Reester had a few closing remarks. She stated that all paperwork was in
order, public posting had been done, there are no schools within 500 feet, all
fees had been paid and the applicant has many years of experience with this

5
F:\LIQUOR~002\MINUTES\MINUTES JUNE 02.DOC
