Open Space Advisory Board <br />Minutes <br />June 13, 2018 <br />Page 3 of 4 <br />"forts" and bridges over ditches are considered encroachment; they are not abutting <br />property, usually. Joe noted that these are routinely dismantled by staff without <br />notification to public. Jeff suggested that Council be notified of this campaign sooner <br />rather than later, before the letters go out. He also suggested evaluating Ward 1 <br />experience before starting on Ward 2 and 3, and to not drop other enforcement activities <br />completely. Fiona and Laura concurred. <br />IX. Discussion Item: 2020-2023 "New Trails" CIP Overview and OSAB <br />Recommendations for Additional Trails and Prioritization of Proposed Trails. <br />Presented by Allan Gill, Parks & Recreation Project Manager <br />Discussion ensued about the list of proposed trails, and what format the list should take. <br />David proposed adding the already -planned underpasses and already -funded trails so <br />as to make the list comprehensive. Fiona concurred. Jim asked if there's a set of criteria <br />for evaluating priority of trails; e.g., safety is not on the draft list. Laura said not yet, <br />although Key Features captures some of this. <br />Projects to add: BNSF underpass at Bullhead Gulch, underpass on 95th St., South <br />Boulder Road crossing (part of Cottonwood Park?), West Hackberry trails, connector <br />between Enclave property & Davidson Mesa. David interested in connecting <br />Warembourg to Stearns Lake; a long trail rather than trail connections. Ember noted <br />alignment challenges & significant partnering needs for such a trail. She also noted <br />potential trail across Red Barn property that has been discussed in past Wayfinding <br />discussions. <br />Fiona proposed having Allan comment on each trail, then establishing a Tiger Team to <br />collate & revise the Trails Priority list, as the current format is difficult to read and doesn't <br />provide clear information upon which to assess priorities. Laura encouraged all OSAB <br />members to go out and look at the proposed trail sites before the July OSAB meeting. <br />Comments for several of the trail connector options: <br />Trail <br />Location Notes <br />Comments (AG = Allan Gill) <br />Overlook <br />Underpass to <br />Mayhoffer <br />Singletree <br />Link from western mouth of <br />US36 underpass, across <br />Marshall Road & up the road <br />to connect with Mayhoffer <br />Singletree trail <br />AG: Stalled due to site complications: <br />water plant, presence of cows, ditch. <br />Avista Hospital <br />Trail <br />Western parking lot across <br />Avista open space to St. <br />Andrews Lane <br />AG: Trail #1 (see March meeting minutes) <br />is under discussion with Avista. <br />Coal Creek Trail to <br />Ascent Church <br />property <br />South from Coal Creek trail <br />eastern end parallel to railway <br />to Dillon Rd. <br />AG: 3 property owners & difficult grade <br />with bridge over Coal Creek required. <br />Money available due to terms of sale <br />Laura suggested designating a trail <br />easement for future development. <br />Cottonwood Park <br />Trail re -alignment <br />Re-route paved trail away <br />from playground <br />Joe noted this is currently a high priority for <br />City staff. <br />Police Station to <br />Davidson Mesa <br />Southeast side of Davidson <br />Mesa with lower McCaslin <br />AG: Not sure of route; major hill involved. <br />Also noted possible short trail connecting <br />Enclave neighborhood with Davidson <br />Mesa. <br />
