Open Space Advisory Board <br />Minutes <br />August 8, 2018 <br />Page 2 of 4 <br />D. Rangers went to World Ranger Day celebration, hosted at Flagstaff Mountain. <br />Louisville was recognized as an exemplary newly established ranger program. <br />E. Municipal Code revisions: Staff is working with Legal staff to revise proposed <br />changes per Council recommendations and will be meeting with the Legal <br />Committee before going back to Council in mid -October. <br />F. Thank You card for Joe Stevens was circulated for signing. <br />G. Controlled burn for western/back half of Davidson Mesa under discussion; lots of <br />preparation and paperwork to implement this burn as this is a large area. <br />H. Key Indicators: in addition to surveying trail conditions, Council has asked OSAB <br />to survey maintenance of OS and trash containers, and continue evaluation and <br />assessment of potential property acquisitions. <br />I. New citizen survey is under development: repeat of past survey basically with <br />additional questions to help set budget priorities. Ember noted that there may be <br />a dog recreation questions on the survey. Fiona asked what will be done with the <br />information: For example, if 80°/0 of respondents say that they want to allow dogs <br />off leash on Open Space, will Council so direct OSAB to change our mission? <br />Jeff responded that this is not how the survey information will be used. Missy <br />noted that wording of the questions is of prime importance and requested review <br />of the dog -related questions prior to finalization. Jeff responded that the draft will <br />be publicly available in the Council packet and that OSAB members can give <br />comments. <br />J. Farmer's Market stand has been going well; Jim reported that Aubrey does a <br />great job interacting with the public. <br />VI. Board Updates <br />A. Peter may not be at next meeting. <br />B. Helen saw 3 bull elk on Marshall Road. <br />VII. Council Updates (Jeff Lipton) <br />A. Council deep into the 2019-2021 budget; spending plan & vision is for 2 years, <br />although money is appropriated annually. Bulk of the discussion relates to CIP <br />(Capital Improvement Projects) per City Manager recommendations. Additional <br />meetings in September will look at Operations Expenditures. The budget passed <br />in early November affects the mill levy for property taxes, which is due in <br />December. <br />B. Trail signage and wayfinding requests are being reviewed by City manager in <br />terms of overall and amount of spending per year. Several council members <br />have expressed a desire to have more affordable signs, with broad agreement <br />from Council to improve signage on trails. <br />C. Specific project updates: <br />1. Controlled Burn programs have been moved to operating expenses, not CIP <br />3 <br />
