Open Space Advisory Board <br />Minutes <br />Sept. 12, 2018 <br />Page 2 of 4 <br />F. Farmer's Market Open Space booth: last Saturday of September (9/29/2018) - <br />contact Aubrey if you would like to volunteer. <br />G. Prairie dog control: numbers appear to be higher than past years; additional <br />counts are being completed. <br />H. Trail maintenance - damage to 60% of crusher fines from intense thunderstorms. <br />Seasonal employees are doing a great job on repairs. <br />Tracy reported that the Parks & Recreation Director search has begun; mid - <br />November interviews are anticipated. <br />J. Tracy reported that a couple of items are being "piloted" in this packet: <br />1. Brief cover memos for agenda items. <br />2. An OSAB version of the City Council's "advance agenda" for the next 6 <br />months. <br />6. City Council Liaison Update <br />A. A meeting was held on 8/7/2018 to focus on Parks & Recreation Director <br />recruitment. <br />B. Consulting contract has been approved to develop strategic plan for City. This <br />plan will help organize the many plans in place and in progress (Open Space, <br />Transportation, etc.) <br />C. Municipal Code Revision was also discussed in an August meeting. Second <br />reading will be in the next month or so. <br />D. Conversation about community engagement strategies was held at 8/14/2018 <br />meeting; the goal is to develop strategy and identify funds necessary to <br />implement. <br />E. Coyote Run discussion was held on 8/21/2018; Council allocated $75,000 for the <br />next phase of design and monitoring. A proposal for remediation will then be <br />produced; probable cost will be $500,000.00. Laura asked why remediation is <br />being considered since monitoring does not show motion. Jeff responded that it <br />will move if/when we have a big rain event as we did in 2013, and the ground <br />surface is not safe (ravines, etc.) Cost will probably be split 50% OSAB and 50% <br />City funds. <br />F City Council is in process of developing the biannual budget. City Manager has <br />presented re: staffing over the next 6 years. Another senior resource specialist is <br />being requested for Open Space for 2019. Due to some tax revenue losses (big <br />box stores), City Council is in a cautious mood regarding expenditures. <br />7. Board Updates <br />A. Fiona noted that she has changed agenda item numbering from roman numerals <br />to Arabic, going forward. <br />
