Open Space Advisory Board
Minutes
Sept. 12, 2018
B. Mike reported that the joint Tiger Team (with PPLAB) met in September to
finalize Dog Park siting and features "best practices" draft. Fiona and Dave
Clabots (PPLAB) will finalize the joint Best Practices list for Louisville for formal
presentation to our respective boards in October. Then, staff can recommend
next steps: review by City Council, public input, etc. Missy asked that a memo
accompany any presentation to City Council or public which outlines the process
(and research) we performed. Mike agreed.
8. Public Comments on Items Not on the Agenda
None.
9. Introduction of the Transportation Master Plan, Presented by: Shaida Libhart,
Traffic Engineers, Inc.
Shaida reviewed the materials in the packet and presented slides showing work done to -
date towards the master plan. There is currently no city-wide transportation master plan,
and having a short-term plan and long-term direction is important. Target completion of
the Transportation Master Plan is May 2019; currently in community engagement phase.
Several existing plans have been reviewed for applicability into Transportation Master
Plan, including the trails and wayfinding plan. Draft goals developed with City Council at
8/4/2018 meeting. Revised goals will be discussed with City Council on 10/2/2018.
Sustainability (supporting economic development and environmental) will be
incorporated. Regarding trails, the plan is working on fitting existing trails into the master
plan, and having trails feed into retail centers better.
An online survey was put up through City website last week - 12 responses so far.
Ember will send OSAB members link to survey; OSAB to share with their own networks
(e.g., social media sites, Nextdoor bulletin boards).
Questions for OSAB:
1. How does trail network function with the on street network to provide options?
2. How does wayfinding for both networks work together?
3. What are key priorities in the trail network?
4. How can priorities and projects be jointly developed/leveraged? (e.g., doing work for
2 purposes with only minimal additional expenditure)
5. Funding opportunities?
Fiona proposed having Helen provide short answers to these questions, based on past
Tiger Team work. Missy noted questions are large and general. Rob Zuccaro (City
Planning Director) asked for specific feedback particularly on #3 - key priorities for trail
network. Laura noted that the Wayfinding Plan contains these priorities; making
connections, building regional corridors, making better intersections, and improving
signage. Helen noted that this plan had significant public input and support. The
Planning Department has the Wayfinding Plan and thinks it's well done. Rob noted that
there will be further opportunities for input as the plan progresses. Helen volunteered to
provide a short summary response to help the Transportation Plan process; her draft will
be reviewed by OSAB at October meeting.
