jurisdictions. <br /> <br />Riggins was asked if there was a visible increase of minors in possession during traffic stops. <br />Riggins said that normally you would see more during vacations from college, graduations, etc. <br />There had been very little. There would normally be a correlation if the problem was that large. <br /> <br />The Authority asked the Chief if the Mayor really felt that his information is reliable. Chief <br />Goodman said yes. There was no discussion as to where the Mayor's information was coming <br />from. <br /> <br />The Chief requested direction from the Authority for what they would like to see as the next step. <br />Chief Goodman said that they could do stings and or have the Licensing Authority send a warning <br />letter stating that this is what is happening and using a sting is in the repertoire of enforcement <br />actions. <br /> <br />Jeffers felt that a letter similar to the one the Chief sent out last year explaining, with the addition <br />of the theatres, that we will be expecting a higher infiltration of minors and such and the license <br />holders needed to be on top of enforcement of the code. Chief Goodman explained that the Mann <br />Theatre had provided an office for the use of the police. This office will not be staffed, it is not a <br />substation. It is a place provided for the police to be able to do work without having to return to <br />City Hall to meet people. It will have a unlisted telephone number, as they do not want people to <br />call there expecting to get in touch with a police officer. <br /> <br />Chief Goodman explained that they are very aggressive in enforcement and that they are charging <br />100% of the time for violations. A lot of what is being seen lately is a migration downward, <br />twenty-one, twenty-two year olds buying for twenty year olds, which is known just from the kind <br />of parties that the police have been dispatched to. <br /> <br />POLICY/PROCEDURES <br /> <br />Jeffers talked about how the Authority could impose penalties, etc. to people who are involved in <br />a violation. One of the biggest problems is how to prove a violation. <br /> <br />One of the concerns of the Authority was when the police reports say that persons involved were <br />visibly intoxicated they were sent home because they were of no help. What the police reports do <br />not say, such as the last incident regarding Gentleman Jim's, is that the police officers go back <br />· and talk to the bartender asking questions such as, were you serving these people, did you know <br />that they were drunk, when was the last time you served them, what did you serve them. If the <br />Authority had that kind of information, that type of reports or incidences would be easier to <br />handle. Chief Goodman explained that there may have been a supplemental report that ,,vas not <br />printed due to the way the computer system works. In the incident regarding Gentleman Jim's, <br />Jim Hayden, owner was present at the renewal process for his license. Mr. Hayden was unaware <br />of some of the police reports and was unable to address questions asked by the Authority. <br /> <br />Jeffers would like to send copies of police reports pertaining to their specific license. Chief <br />Goodman had no problems xvith that as long as juvenile names are blacked out of' reports. Jeff.ers <br />would like to send copies to license holders as soon as they are received so that license holders <br />can come in a talk to the Licensing Authority. Ifthereare serious problems, the Authority can go <br />through the proper procedure and call for a show cause so that the Authority was just not looking <br />at violations at renewal one year later. <br /> <br /> <br />
