All testimony will be given under oath administered by the <br />clerk. Exhibits will be first marked by the clerk and then identified before <br />offering them for admission. I will rule on the question of admissibility of all <br />exhibits and testimony, and my ruling will stand unless objected to by another <br />member of the Authority, in which event the question of admissibility will be <br />decided by a majority voite of the Authority members present. A record will be <br />kept of exhibits admitted and rejected. <br /> <br />The City has the burden of proving, by a preponderance of the evidence, that the <br />Licensee, its managers, employees, or agents violated one or more of the laws or <br />regulations specified in the show cause order. <br /> <br />Is the Attorney for the City present?
