LCityof <br />Louisville <br />COLORADO • SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 3 <br />SUBJECT: DISCUSSION/DIRECTION — SELECTION OF 5-YEAR TRASH, <br />RECYCLING, AND COMPOST HAULER <br />DATE: FEBRUARY 12, 2019 <br />PRESENTED BY: KURT KOWAR, PUBLIC WORKS <br />SUMMARY: <br />Staff is requesting direction from City Council to negotiate a Final Contract with a Solid <br />Waste Hauler for renewal of the City's 5-year annually renewable residential single <br />hauler solid waste contract. Three options are as follows: <br />1. Staff is recommending Republic Services for a 5-year Contract if the City Council <br />would like to implement an embedded Recycling and Compost Pay as You <br />Throw rate structure. <br />2. Staff is recommending Western Disposal for a 5-year Contract if the City Council <br />would like to maintain an embedded Recycling and a la carte Compost Pay as <br />You Throw rate structure. <br />3. Direct staff to follow-up regarding any unanswered issues or concerns and return <br />March 5th with updated information for consideration. <br />Western Disposal and Republic Services both offer qualified teams and competitive <br />services. Detailed analysis of services and various service level pricing is available in <br />the attached presentation. <br />Option 1 represents a modified Pay as You Throw rate structure to further incentivize <br />recycling and composting, and save money for customers that throw away less trash. <br />This option includes a 96-gallon recycle and compost container in the cost of the trash <br />container unit cost. Based upon significant differences in proposal price, the Selection <br />Committee believes that Republic Services represents the best value for Option 1. <br />Option 2 represents the City's current Pay as You Throw rate structure, which provides <br />for a 96-gallon recycle in the cost of the trash container unit cost and a la carte pricing <br />for compost containers. Based upon minimal cost differences in the overall RFP <br />pricing, the historical relationship of great service, and the desire to minimize change to <br />the Community while maintaining similar programming, the Selection Committee <br />believes that Western Disposal represents the best value for Option 2. <br />Detailed analysis of RFP's and pricing are available in the attached presentation. <br />CITY COUNCIL COMMUNICATION <br />3 <br />
