Paul Wood, Planning Director, stated that the subject parcel is located at the northeast corner of <br />Cherry Street and Pierce Street and is occupied by Neon Glass Works, a division of Zeon <br />Corporation. The Plat restriction on Outlot A only allowed for construction of parking or landscaped <br />areas. This ordinance amends Ordinance No. 501, Series 1976, removing Outlot A from the geologic <br />hazard area. A letter from the State Department of Natural Resources stated that there were no <br />shales ever located on the subject property. <br /> <br />Mayer moved that Council place Ordinance No. 1269, Series 1997, out for publication and set the <br />public hearing for November 5, 1997, seconded by Howard. All in favor. <br /> <br />DISCUSSION/DIRECTION - DELCARE ASSISTED LIVING FACILITY - 4.5 ACRES <br />IMMEDIATELY NORTH OF CENTENNIAL CENTER EAST OF MCCASLIN <br />BOULEVARD <br /> <br />Paul Wood, Planning Director, stated that Delcare, Incorporated had submitted Preliminary Plat and <br />PUD plans, as well as a Special Review Use application for a proposed 52-bed assisted living facility <br />to be located west of McCaslin Boulevard, between Copper Ridge Apartments and the Centennial <br />Center retail development. The property is zoned CC. The structure would be single-story with a <br />roof line at 25'. Landscaping would be nearly 40% with fencing on all sides of the property. Access <br />to the property would be via a right-in/right-out curb cut from McCaslin Boulevard aligning with the <br />approved Century Retail Center on the west side of McCaslin. Given the limited access the property <br />would have from McCaslin, staff requested that the Plat for this property create an access easement <br />to the south that would align with the driveway between Centennial Automotive and the west end of <br />the retail building. No land dedication was proposed. The applicant would pay a cash-in-lieu <br />payment equal to 12% of the certified appraised value of the land at the time of Final Plat approval. <br /> <br />Davidson called for the applicant's presentation. <br /> <br />Molly Thomasch, Thomasch & Associates, 695 South Colorado Boulevard, #480, Denver, Colorado <br />80222, Planning Consultant for Delcare, Inc. for their Clare Bridge facility proposed for Louisville, <br />stated that they wanted this facility in a residential setting as it is residential in nature. They had a <br />homeowners meeting, for which 65 notices had been sent, at the Recreation Center. <br /> <br />Mark Lockwood, representing Delcare, Inc., stated that they are the development partner for ALS <br />in the Colorado region. They not only acquire sites for ALS, but they are the general contractor for <br />the buildings. ALS is the largest provider of assisted living care in the United States. This facility <br />will be strictly Alheimers and Dementia care. He spoke of how the facility would be a buffer between <br />the commercial properties to the south and the residential to the north and east. Construction will <br />take 9 - 12 months to complete. He reviewed the facility and its security. He commented that they <br />would not be opposed to a use restriction on the property. He stated that none of the people living <br />at the facility would be allowed outside the facility unsupervised. <br /> <br />Davidson called for Council comments and questions. <br /> <br />4 <br /> <br /> <br />
