G. Notwithstanding any provision of this section, any person may maintain compost containers, bins or piles solely for composting of organic material that will naturally degrade. Compost piles shall be in a segregated area and shall contain alternate layers of plant materials maintained to facilitate decomposition and produce organic material to be used as a soil conditioner. No person who maintains a compost container, bin or pile shall fail to prevent it from becoming a nuisance clue to putrid odors or attraction of wildlife or pests, including, without limitation, rodents, insects or other animals. Sec. 8.64.030. Recycling—handling and collection requirements. A. All recycling materials shall be drained of liquid before being deposited for collection. B. Single-stream recycling containers for those persons subject to the city's single-stream recycling services shall be provided by the city or its contractor as described in section 8.64.060. Such containers shall be used only for the collection of materials deemed as recyclable through a single-stream recycling system by the city's designated recycling facility. C. No person shall place, leave, deposit or dispose of any recycling materials on any street, alley, or other public place, or on any private property, unless the recycling materials are wholly contained within a single-stream recycling container. Any accumulation of recycling materials in violation of this chapter is declared to be a nuisance and is prohibited. D. Recycling containers shall be kept off the street, curb, sidewalk and all other public ways, except for the period beginning 6:00 p.m. on the day prior to the day of collection and ending 9:00 p.m. on the day of collection. Sec. 8.64.040. Refuse and recycling materials responsibility. A. Refuse and recycling materials shall be gathered, deposited, disposed of, and placed in the manner provided for in this chapter by the owner, tenant, or occupant of the property, or the agent or contractor of any of the foregoing, and each of the foregoing persons may be held jointly and severally liable for any violation of this chapter. B. It shall be unlawful for any person to set out or allow to be set out, deposited, or stored for collection any refuse or recycling materials other than that which has accumulated from the regular residential use of the premises upon which such refuse or recycling materials are set out, deposited, or stored for collection. Sec. 8.64.050. City residential refuse collection services. 4
