G. Notwithstanding any provision of this section, any person may <br /> maintain compost containers, bins or piles solely for composting of organic <br /> material that will naturally degrade. Compost piles shall be in a segregated area <br /> and shall contain alternate layers of plant materials maintained to facilitate <br /> decomposition and produce organic material to be used as a soil conditioner. No <br /> person who maintains a compost container, bin or pile shall fail to prevent it from <br /> becoming a nuisance clue to putrid odors or attraction of wildlife or pests, <br /> including, without limitation, rodents, insects or other animals. <br /> Sec. 8.64.030. Recycling—handling and collection requirements. <br /> A. All recycling materials shall be drained of liquid before being <br /> deposited for collection. <br /> B. Single-stream recycling containers for those persons subject to the <br /> city's single-stream recycling services shall be provided by the city or its <br /> contractor as described in section 8.64.060. Such containers shall be used only <br /> for the collection of materials deemed as recyclable through a single-stream <br /> recycling system by the city's designated recycling facility. <br /> C. No person shall place, leave, deposit or dispose of any recycling <br /> materials on any street, alley, or other public place, or on any private property, <br /> unless the recycling materials are wholly contained within a single-stream <br /> recycling container. Any accumulation of recycling materials in violation of this <br /> chapter is declared to be a nuisance and is prohibited. <br /> D. Recycling containers shall be kept off the street, curb, sidewalk <br /> and all other public ways, except for the period beginning 6:00 p.m. on the day <br /> prior to the day of collection and ending 9:00 p.m. on the day of collection. <br /> Sec. 8.64.040. Refuse and recycling materials responsibility. <br /> A. Refuse and recycling materials shall be gathered, deposited, <br /> disposed of, and placed in the manner provided for in this chapter by the owner, <br /> tenant, or occupant of the property, or the agent or contractor of any of the <br /> foregoing, and each of the foregoing persons may be held jointly and severally <br /> liable for any violation of this chapter. <br /> B. It shall be unlawful for any person to set out or allow to be set out, <br /> deposited, or stored for collection any refuse or recycling materials other than that <br /> which has accumulated from the regular residential use of the premises upon <br /> which such refuse or recycling materials are set out, deposited, or stored for <br /> collection. <br /> Sec. 8.64.050.
