Proactive <br />mitigation planning will help reduce the cost of disaster response and recovery to <br />the community and its property owners by protecting critical community facilities, <br />reducing liability exposure, and minimizing overall community impacts and <br />disruption. The Boulder County planning area has been affected by hazards in <br />the past and is thus committed to reducing future disaster impacts and <br />maintaining eligibility for federal funding. <br />COUNCIL COMMENTS <br />Councilor Dalton asked if a train derailment would be considered a part of the <br />plan. Chief Goodman explained train derailment is not considered a natural <br />disaster and is not included in the plan. <br />MOTION: Councilor Dalton moved 1:o approve Resolution No. 47, Series 2008, <br />seconded by Councilor Clabots. All in favor. <br />DISCUSSION/DIRECTION/ACTION -PUBLIC INVOLVEMENT PLAN <br />Mayor Sisk requested a Staff presentation. <br />City Manager Fleming addressed the Public Involvement Policy, which was <br />reviewed by Department Directors and key staff members who are regularly <br />involved in public involvement activities. Staff also reviewed a "toolbox" compiled <br />by the International Association for Public Participation (IAP2). The draft policy <br />and "toolbox" was discussed during the June 24 Council study session. Public <br />comment was solicited at an open house on September 3. <br />Based on comments and discussion during the open house, staff further refined <br />the proposed policy. One change clarifies advisory boards must also ensure the <br />Guiding Principles direct their work and, as does staff, have special <br />responsibilities under the policy. The remaining changes either clarify or make <br />the phrasing of the policy more direct. <br />The intent of the policy and toolbox is to stress importance of public involvement <br />in City activities and provides guidelines, roles and responsibilities and reflects <br />the importance. It highlights that everyone -city staff, elected officials, advisory <br />boards and individual participants have roles and responsibilities to help promote <br />effective and successful public involvement. <br />While the policy is not intended to dictate a specific approach, it is intended to <br />provide guidelines, clarify roles and responsibilities and help identify ways we <br />can all work more successfully together as we tackle the significant issues facing <br />the City. <br />
