City Council <br />Meeting Minutes <br />November 18, 2008 <br />Page 7 of 9 <br />ranking list of potential historic resources (similar to how the Open Space <br />Advisory Board ranks possible open space purchases); grant and loan programs <br />and conservation easements. <br />Councilor Muckle noted the loss of historic properties in the City, prompted the <br />voters to support the ballot issue. He thanked the voters for approving the <br />measure, as well as City Council and the residents who worked on the campaign. <br />Mayor Sisk noted a lot of people worked very hard on the ballot question and he <br />complimented Councilors Muckle and Dalton for their work and thanked the <br />voters for approving the tax. <br />MOTION: Mayor Sisk moved to approve Ordinance No. 1544, Series 2008, An <br />Emergency Ordinance, on first reading, ordered it published and set a public <br />hearing for December 2, 2008, seconded by Councilor Sackett. All in favor. <br />Absent: Councilor Dalton. <br />CITY MANAGER'S REPORT <br />City Manager Fleming requested Assistant City Manager Balser report on the <br />PUC filing issue. <br />Assistant City Manager Balser explained the City of Louisville and a number of <br />other municipalities explored whether an energy only rate should be pursued for <br />street lights as part of an Xcel Energy rate case. 'The Cities of Aurora and <br />Golden hired Consultant Ken Fellman to explore the potential cost savings, <br />service improvements and flexibility to utilize more energy efficient device from <br />owning street lights. Preliminary information developed by Aurora suggests that <br />service can be improved and money saved if Excel offered a rate for municipally <br />owned street lights. Aurora met with the PUC and was advised during Xcel <br />Energy's next major rate increase, interested municipalities can intervene and <br />advocate for the rate at that time. It is expected that legal fees for the PUC <br />hearing will be approximately $100,000. Louisville's contribution would be <br />$2,200, based on a pro-rated comparison of population, number of street lights, <br />and amount paid for services in 2007. <br />Mayor Sisk reported on his conversation with Xcel Energy representative Craig <br />Eicher, indicating a very strong desire for the City's street lights to be more <br />energy efficient. <br />EXECUTIVE SESSION -PENDING LITIGATION & PROPOSED PROPERTY <br />ACQUISITION AND DISPOSITION - <br />
