City Council <br />Special Meeting Minutes <br />December 2, 2008 <br />Page 3 of 18 <br />tier level, nor any authority to regulate Comcast Internet practices. <br />Mr. Sobel has filed four open records requests and agrees they have been <br />satisfied however he does dispute some of the findings. One requested report <br />contained information that is considered privileged and confidential financial <br />information and was therefore not released under his open records request. City <br />Manager Fleming requested Mr. Sobel forward copies of his letters of formal <br />complaint with Comcast regarding the rate increases and the channel <br />configuration changes so the City can pursue the complaint with the GMTC, if <br />appropriate. <br />City Manager Fleming responded to Letters to the Editor in the last issue of the <br />Louisville Times Newspaper, which were critical of the City's proposal for a single <br />trash hauler and recycling program. The letters objected to a mandatory program <br />and suggested using the City's utility billing to enforce payment takes a heavy <br />handed approach. The letters also stated the program would prevent residents <br />freedom of choice of trash haulers. He outlined the City's lengthy process to <br />investigate a single trash hauler proposal and noted that while some people <br />object to the proposed approach there is also very strong support for the City to <br />move forward with this proposal. <br />He addressed the success of the City of Lafayette~'s single trash hauler program <br />and stated it is possible for the City to move forward to achieve the City's goals to <br />enable individual households to reduce their costs for disposing trash; provide <br />convenient recycling; decrease the amount of solid wastes sent to the landfills; <br />reduce the volume of heavy truck traffic on City streets and insure high quality <br />customer service. The City is considering using the same sort of billing as <br />Lafayette, Erie and Frederick, which is through the utility billing accounts. Every <br />home having a water account, other than Home Owner's Associations, or multi- <br />family units, would be sent bills for trash collection through their monthly utility <br />billing. Staff will present a proposal for Council consideration at a future meeting. <br />Councilor Dalton suggested the City pursue measures other than shutting off <br />resident's water for failure to pay their trash removal service. City Manager <br />Fleming concurred. <br />REGULAR BUSINESS <br />RECOGNITION OF EUGENE CARANCI FOR 21 YEARS OF SERVICE TO THE <br />LOUISVILLE CHAMBER OF COMMERCE <br />The City Council recognized Eugene Caranci for his 21 years of service as the <br />Executive Director of the Louisville Chamber of Commerce. Gene has been a <br />constant supporter of the City of Louisville, the Chamber of Commerce and its <br />members, and the City's residents. City Council thanked Gene for his service <br />
